    CAREER DESCRIPTION

    TAX SERVICES TECHNICIAN TRAINEE / TAX SERVICES TECHNICIAN

    SALARY INFORMATION
    Tax Services Technician Trainee | $20.73 - $29.74 Hourly
    Tax Services Technician | $22.48 - $30.31 Hourly

    Salary may be negotiable, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC
    This recruitment will establish an open eligible list. This list will be used to fill current and future Tax Services Technician Trainee and Tax Services Technician positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    DEADLINE TO APPLY

    TREASURER-TAX COLLECTOR
    The mission of the County of Orange, Treasurer-Tax Collector (TTC) is to ensure the safe and timely receipt, deposit, collection, and payment of public funds. Our vision is to implement best business practices that maximize value, minimize costs, and provide timely, accurate, and courteous service to our internal and external customers. To accomplish our mission and vision, we provide timely, cost-effective, accurate and courteous customer service; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. The Treasurer-Tax Collector has an annual operating budget of $18 million with approximately 76 employees. The Treasurer is also an ex-officio trustee on the Orange County Employees Retirement System, managing over $24.5 billion, and the banker for the community and school districts in Orange County.

    THE OPPORTUNITY
    Vacancies may be filled at either the Trainee or Technician level, depending on the incumbent’s qualifications.
    The Tax Services Technician Trainee is an entry-level trainee class in the Tax Services Technician series. Within six months of appointment, incumbents must demonstrate proficiency to promote to Tax Services Technician. There is no permanent status in this entry-level class. Those incumbents who are not promoted prior to the end of the six-month period will not pass probation.

    The Tax Services Technician is the journey level at which incumbents will learn to perform daily tax collection, financial, and office work in the areas of property tax collection and provide information to the public relative to property tax matters in a call center setting. Incumbents are expected to learn tax policies and procedures, property tax functions such as reviewing, calculating, and explaining tax bills, making determinations on penalty cancellations, and researching property titles.

    The primary job duties of the Tax Services Technician/Trainee include, but are not limited to the following:

    • Answering property tax inquiries via phone in a call center setting.
    • Post property tax payments and accounts for payments received.
    • Researching and explaining property tax statements, laws, and propositions.
    • Reviewing, auditing, and reconciling tax payments with the Property Tax System.
    • Assisting taxpayers with payment plans, penalty cancellations, parcel maps, and tax clearance certificates.
    • Performing general office duties, including responding to correspondence and maintaining financial records.
    • Interacting with the public to resolve tax-related issues in accordance with departmental policies and applicable laws.
    • Reviewing and determining the amount due on tax bills and explaining valuation and various exemption requirements.


    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    The ideal candidate will possess at least one (1) year of call center experience, with Spanish language proficiency preferred but not required for some positions, and will also demonstrate extensive knowledge and experience in the following core competencies:

    Technical Experience and Knowledge

    • Knowledge of modern office practices and procedures including filing and operating office equipment.
    • Ability to operate and use a variety of electronic and automated office machines and equipment.
    • Ability to learn and interpret property tax or billing statements.
    • Ability to perform a broad range of office tasks and clerical duties.
    • Ability to learn current tax methods and regulations and explain them to the public accurately and tactfully.
    • Strong experience using Microsoft Office (Outlook, Word, and Excel) and other software programs.
    • Accurately apply regulations and/or policies and follow procedures to solve challenges.


    Customer Service

    • Maintain effective relationships with internal customers and the public.
    • Provide the highest quality service to the public in a call center setting by addressing concerns timely, accurately, and professionally.
    • Maintain phone etiquette, and professionalism during difficult conversations.
    • De-escalate situations by showing empathy, understanding and delivering results.
    • Anticipate and meet customer needs.


    Oral | Written Communication

    • Clearly and effectively communicate with the public or others in situations requiring the explanation of complex property tax methods and regulations.
    • Interact with the public over the phone in situations that require gaining cooperation.
    • Demonstrate the ability to convey information clearly and articulately to others, both orally and in writing.
    • Convey a positive and professional attitude when speaking with others.
    • Demonstrate proficiency in the fundamental principles of writing, grammar, and proofreading skills to identify omissions and errors in the English language.

    RECRUITMENT PROCESS
    Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After the screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the recruitment.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
