    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    The Managing Engineer will lead the Right of Way - Traffic & Mobility Section of the Engineering Compliance Office housed at the Houston Permitting Center and that enforces City ordinances that regulate sidewalks, streets, driveways, and traffic control by managing the review and approval of engineering plans and studies. The Managing Engineer will oversee processes and personnel tasked with reviewing, evaluating, and working closely with consultant, contracting firms, developers, citizens and other internal and external parties on plans submitted for engineering review with the goal of facilitating effective advancement of development projects.

    Responsibilities include but are not limited to:

    • Manage and direct work assignments of technical professionals.
    • Serves as a project manager on designated projects.
    • Attend and conduct project scoping meetings and other coordination efforts.
    • Provide technical expertise in researching, reviewing, and coordinating with external consultants on implementing various development plans, designs, and projects.
    • Develop new hires, provide guidance and training to staff.
    • Perform general administrative activities to provide support to the section.
    • Manage requests for services and establishes performance standards.
    • Review plans and documents to ensure compliance to specifications, design standards, ordinances, and standard design guidelines.
    • Participate in reviewing, selection, and hiring of technical staff to enhance productivity.
    • Interfaces with departments to achieve goals and objectives.
    • Establish goals and evaluate, develop performance and manage budget.
    • Directs and understands traffic design and study reviews.

    WORKING CONDITIONS
    This position is physically comfortable; the individual has discretion about walking, standing, etc. May require walking on rough surfaces during on-site inspections and investigations.

    This is a Houston Public Works Emergency Management position at the Tier III Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;

    OR

    Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundaments of engineering examination prescribed by the Board.

    EXPERIENCE REQUIREMENTS
    Eight years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.

    Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.

    LICENSE REQUIREMENTS

    Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
    May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.

    Engineers from out-of-state

    must be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;

    AND

    obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

    PREFERENCES

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
