    The Assistant City Attorney II provides a full range of civil legal representation for the City of Olathe within the City Attorney’s Office of the Legal Department. They provide answers to legal questions and advise city staff, elected officials and appointed members of boards and commissions. This role is also responsible for the preparation of legal documents and opinions and providing assistance with other civil legal matters within the jurisdiction of the City. This position is part of a two-level career progression of Assistant City Attorney I, II. The Assistant City Attorney II is expected to provide advanced advising, drafting, analysis, and litigation support on a variety of municipal law issues while demonstrating specific expertise and competence on certain areas of municipal law.

    Key Responsibilities

    • Provides legal advice to city staff, elected officials, and appointed members of boards and commissions.
    • Drafts and reviews agreements and contracts (e.g., professional services, construction, real estate); assists with tracking contract review time; assists with contract enforcement; maintains contract forms library and updates forms periodically.
    • Conducts legal research and provides clear and concise written and oral analysis regarding current or proposed local, state, and federal law; and provides interpretation and guidance on city policies and procedures.
    • Drafts and presents legislation (ordinances and resolutions) and compiles supporting documentation for consideration by the governing body.
    • Assists in developing and implementing city policies and initiatives by providing legal guidance and expertise to city departments and officials.
    • Develops and conducts training sessions and educational programs for city staff and officials on legal issues relevant to their responsibilities and functions.
    • Assists project managers, outside counsel, and contract land acquisition agents with the acquisition of public right-of-way, easements, and entire tracts of land for public infrastructure and building projects.
    • Assists outside counsel on civil litigation matters by reviewing discovery requests and responses, procedural and dispositive motions, pleadings, memorandums, and briefs; assists outside counsel by compiling information, records, and evidence.
    • As needed, represents the City at various external board and commission meetings, including preparing presentations, testimony, recommendations, reports, and findings of fact.


    Qualifications

    Experience: A minimum of three years of increasingly responsible civil law experience is required.

    Education: Juris Doctorate from an accredited law school.

    Licenses & Certifications: License to practice law in the State of Kansas is required within 6 months of hire. Must also have a valid Driver’s License and favorable driving record

    Language: Proficiency with verbal and written English language required.

    Environmental or Physical Demands: Work is performed within an administrate office setting with standard administrative demands.
