    Job Description:

    Purpose:

    Under general direction, this position plans, directs, and manages activities related to the administration, development, and implementation of grants, social service agreements, and program practices for a department or division.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Serves as administrator for the department’s State and Federal accounts, as assigned; authorizes staff to submit grant applications and serves as a back-up for grant application submissions.
    • Serves as department liaison for State and Federal grant-funded programs.
    • Facilitates annual grant program planning, to include annual performance and evaluation reporting; enters monthly reports for State and Federal grant-funded programs.
    • Manages the development, routing, and execution of grant-funded contracts.
    • Partners with City Purchasing, Law, and Risk Management staff to review and monitor social service agreement and grant management best practices to ensure compliance with all grant, Local, State, and Federal requirements.
    • Conducts administrative oversight of social service agreement development and grants management processes, including but not limited to the negotiation of Requests for Attorney Assistance, creating purchasing requests, and preparing required Federal or State documentation.
    • Represents the department in grant-related meetings and participates in quarterly meetings with Federal, State, or City single point of contact.
    • Assists with the grant and social service agreement planning process
    • Advises management and provides technical assistance on needs, problems, issues and other matters.
    • May assist with the budget process, including current year expenditures and planning.


    Responsibilities - Supervisor and/or Leadership Exercised:

    May be responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of laws and regulations pertaining to grants and contracts administration.
    • Knowledge of grants and contract administration and principles.
    • Knowledge of administrative analysis and statistical techniques as applied to organizational and management problems.
    • Knowledge of contract development, contract language, terms, and conditions.
    • Knowledge of public purchasing practices and techniques.
    • Knowledge of City of Austin practices, policies, and procedures.
    • Knowledge of organizational and time management skills.
    • Skill in effective project management and customer service.
    • Skill in working with others to assure grant compliance and departmental responsiveness.
    • Ability to prioritize multiple projects and effectively manage workflow to meet deadlines.
    • Ability to determine timelines for contract development.
    • Ability to establish and maintain cooperative relationships with others.
    • Ability to communicate effectively, both orally and in writing.
    • Ability to analyze complex administrative personnel and organizational problems and develop effective courses of action.


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Public Administration, or in a field related to the job, plus four (4) years of related experience, including one (1) year of experience which was in a lead or supervisory capacity.
    • Graduation with a Master’s degree from an accredited college or university in Business Administration, Public Administration, or a related field may substitute for one (1) year of related experience.


    Licenses and Certifications Required:

    None.

    Preferred Qualifications:
    • Experience with reporting, including federal reporting.
    • Knowledge of affordable housing and/or fair housing policy and regulations.
    • Experience giving presentations to city council, boards, commissions and stakeholders.
    • Excellent verbal and written communication skills.
    • Superior skills in project management.


    Notes to Candidate:

    This position provides oversight and submission of federal planning and reporting for Austin Housing's Annual Action Plan, CAPER and Consolidated Plan. Incumbent will lead, direct and support Housing's interaction with various commissions, boards, committees, and working groups. Perform grant planning, communications and outreach activities. Conduct grant research and offer technical assistance.

    Salary: $28.29 to $34.80 per hour

    Location: 1000 E. 11th Street, Austin, Texas

    City Government
