    Our department provides a variety of financial services and programs. Austin Financial Services (AFS) serves residents, vendors, and City departments.

    Our mission is to serve as a trusted steward of public resources with integrity and accountability to ensure a fiscally sound city.

    Our staff supports a wide variety of financial processes, including preparing the annual budget and annual fiscal report, procurement processes, franchise agreements, real estate transactions, and overseeing the City’s investment portfolio and debt management.

    Job Description:

    Purpose:

    Responsible for leading the Department Executive Management team through the strategic planning process innovation, and performance measurement processes. Responsible for creating and revising process innovation, strategic planning, competitive analysis, corporate intelligence, and performance measurement processes. Analyzes, presents alternatives, makes recommendations and provides assistance for resolving business and technical issues confronting management in the area of planning performance, and reorganization.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Leads multiple, cross-functional, large projects, initiatives and teams.
    • Reviews, coaches and evaluates the work of Business Process Consultants and Technical staff.
    • Advises Executive Management team in defining and identifying key measures and performance targets.
    • Facilitates the development of stakeholder analysis and communication plans for process improvement teams.
    • Makes recommendations to project teams and recommend organizational change utilizing appropriate talent.
    • Identifies, collects, and researches to complete data analysis.
    • Plans needs and forecasts resources for specific tasks and makes specific assignments to Business Process Consultants and/or staff.
    • Accountable for achievement of goals of the division.
    • Identifies talent to fulfill support roles, establishes relationships quickly and gather needed resources to ensure successful processes.
    • Develops solutions to critical business issues and presents alternatives to executive management.
    • Communicates project status to sponsors, stakeholders, and the rest of the department.
    • Responsible for creating/revising models and methodologies which support consulting services.
    • Develops project work plans and performs project management.


    Responsibilities - Supervisor and/or Leadership Exercised:

    Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

    Knowledge, Skills, and Abilities:
    • Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of business strategies, objectives, planning, development and management processes and process improvement.
    • Knowledge of performance measures.
    • Knowledge of applicable City of Austin, state and federal statutes, ordinances and codes.

    • Knowledge of leadership methodologies and supervisory responsibilities.
    • Skill in communication in a variety of formats including: print communication, electronic format, presentations and telephonic.
    • Skill in providing internal consulting services.

    • Skill in handling conflict resolution to changes of current processes.
    • Skill in negotiation of projects and program initiatives.
    • Interpersonal skills to engage all stakeholders and facilitate accurate requirements to capture and manage stakeholders' expectations.

    Minimum Qualifications:

    Graduation with a bachelor's degree from an accredited college or university, plus five (5) years of experience related to the job. Graduate level education may substitute for experience up to two (2) years.

    Licenses and Certifications Required:

    None.

    Preferred Qualifications:
    • Experience working with real estate and financial processes and data.
    • Experience supervising staff, including assignment and monitoring of work
    • Experience providing recommendations to leadership and guiding stakeholders through project implementation.
    • Ability to travel to more than one work location.


    Notes to Candidate:

    Position Overview:

    Austin Financial Services is seeking a Business Process Consultant Sr, to fill a key role on the Data, Strategy, and Process Support (DSPS) team. This position will lead continuous improvement projects and strategic planning across the Department.

    Potential process improvement and strategic planning projects would cover the full spectrum of financial activities overseen by the Department and offer a great opportunity to significantly impact the efficient and timely delivery of financial services across the City. Activities lead by this position will focus on change management, annual goal planning, metric development and reporting, process documentation, development, and improvements.

    This will require collaborating with functional areas across the Department and working to make improvements and strategy accessible and meaningful to staff at all levels of the organization.

    The ideal candidate for this position will possess strong critical thinking skills and the ability to communicate effectively through different mediums with a diverse group of stakeholders.

    Financial literacy is a valuable skill in this position and prior experience in financial services is a plus. Successful candidates can demonstrate the ability to thoroughly research and assimilate new information to develop subject matter expertise. Successful candidates will thrive in a team environment, have strong presentation skills, and be adept at collaborating with stakeholders across a variety of professional backgrounds and skillsets.

    Pay Range: $80,490 - $102,200

    Hours: Monday - Friday; 8:00 a.m. to 5:00 p.m.

    Telework opportunities may be available after an initial training period. Work schedules are implemented to meet the requirements of the department and are subject to change based on business needs.

    Staff eligible to telework must be in the office for at least 40% of their scheduled work week.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government.
