    Spanning about 70 square miles, Frisco is 28 miles north of Dallas, in Collin and Denton counties. More than 240,000 people call Frisco home. About 35 percent of our population is Asian, about 10 percent is Hispanic, and 9 percent of residents are Black.

Our median household income is more than $140,000.  Both Frisco Police and Fire Departments are internationally accredited.     City Government

     

    Our Council-Manager form of government consists of a Mayor, six City Council members elected at-large and a City Manager. Council members’ duties include enacting local legislation, adopting budgets, determining policies and appointing the City Manager, Municipal Judge and City Attorney. Frisco has had only two City Managers since its Charter adoption.

     

    While our City Manager takes care of day-to-day operations, the Mayor and City Council focus on vision for the future. The Mayor facilitates City Council meetings; however, the Mayor does not vote except to break a tie. By Charter, the Mayor is also the official spokesperson for the City Council.

     

    Essential Functions and Responsibilities

     

    • Oversee the development, implementation, and management of the City’s annual operating and capital budgets, ensuring compliance with all applicable Federal, State, and City regulations.
    • Monitor budget performance and provide regular reports to executive leadership, department directors, and elected officials.
    • Develop and implement budget policies and procedures to ensure fiscal responsibility and regulatory compliance.
    • Direct staff in day-to-day departmental operations, including review and approval of expenditures, agenda items, special projects, expenditure variances, interfund transfers, fund summaries, and level of service reporting.
    • Lead the development and management of the Capital Improvement Program (CIP), ensuring alignment with the City’s strategic goals and priorities.
    • Coordinate with departments to identify, prioritize, and monitor capital projects, providing updates and recommendations as needed.
    • Support the integration of long-range financial planning with the City’s strategic plan, comprehensive plan, and infrastructure investment strategies.
    • Conduct scenario analysis and sensitivity testing to evaluate financial risks and opportunities.
    • Prepare and present financial reports, forecasts, and recommendations to executive leadership, City Council, and advisory committees.
    • Develop and maintain an asset management plan to ensure efficient use and maintenance of the City’s assets.
    • Provide recommendations for asset acquisition, disposal, and replacement based on lifecycle analysis.
    • Conduct regular training workshops and sessions for City staff.
    • Make formal and informal budget presentations to City staff and elected officials.
    • Perform other related duties as assigned, including travel for meetings, conferences, and training.

     

    Knowledge, Skills and Abilities

     

    • Extensive knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) related to municipal budgetary administration and program development.
    • Expertise in the preparation and development of annual budget documents and financial reporting.
    • Expertise in implementing asset management software.
    • Proficiency with complex general ledger systems and financial software, including Microsoft Office Suite.
    • In-depth understanding of CIP practices and principles, municipal audit practices, and asset management.
    • Strong skills in oral and written communication, including the ability to prepare and present technical reports and materials.
    • Ability to develop, implement, and enforce municipal budgetary regulations, practices, and procedures.
    • Skilled in negotiating, mediating, and resolving differences in municipal auditing practices and implementing corrective measures.
    • Effective planning, development, and implementation of departmental procedures and objectives.
    • Proven ability to supervise and delegate duties to assigned staff.

    The ideal candidate for Assistant Director of Budget & Strategic Planning will be a forward-thinking, collaborative leader with a proven track record in municipal budgeting, strategic planning, and capital improvement management. This individual will demonstrate:

    Education and Experience

     

    Qualified applicants will have a Bachelor’s Degree in Accounting, Public Finance, or related field and five (5) years of professional governmental accounting experience with CPA designation, or a Bachelor’s Degree in Accounting, Finance, or related field and seven (7) years of professional governmental accounting experience, or equivalent combination of education and experience.

    • A minimum of five (5) years of supervisory experience required.
    • Governmental fund accounting experience and CPA or Certified Government Finance Officer designation is preferred.
    • Must be bondable.
    • Must pass a pre-employment drug screening.
    • Must possess a State of Texas Drivers License (or be able to obtain).
