This recruitment will establish an open eligible list to fill current and future Staff Specialist positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE DEPARTMENT
The
County of Orange,
Registrar of Voters, a nationally recognized and award-winning agency, is responsible for conducting elections, verifying petitions, and maintaining voter records in the County of Orange, the fifth largest voting jurisdiction in the United States with 1.9 million active registered voters. The department receives funding from the County's General Fund and periodic reimbursement from the federal government, the State of California, and local jurisdictions. The Registrar of Voters' staff includes 54 full-time employees and numerous extra-help employees who support various election-related positions representing the broad spectrum of Orange County's population. The department is responsible for all components of election management.

THE OPPORTUNITY The Registrar of Voters' Candidate and Voters Services Unit (CVS) provides services to the public by conducting candidate filing, voter registration, as well as processing of campaign disclosure statements and vote-by-mail ballots.
The responsibilities of the Candidate and Voter Services Lead will include, but are not limited to, the following:
- Assisting the Candidate and Voter Services Manager in providing support and executing functions within the Candidate and Voter Services Unit
- Preparing nomination documents for candidate filing in accordance with California Elections Code
- Preparing training materials and leading the training of staff in candidate filing procedures
- Supervising and training permanent and extra-help staff assigned to various job functions within CVS
- Reviewing and creating documents, ballots and voting materials as part of the Document Proofing Team, to ensure accuracy in election materials
- Ensuring appropriate contests will be eligible for the ballot, qualified candidates are in the contests based on the candidate filing process, and the correct jurisdictions are assigned for the election
- Ensuring voting materials contain all required information and are in compliance with election laws
- Completing additional duties and tasks related to the competencies listed below, as assigned
DESIRABLE QUALIFICATIONS & CORE COMPETENCIESThe ideal candidate will have at least three (3) years of experience working closely with elected officials and/or interfacing with City clerks, and at least two (2) years of supervisory experience. A bachelor’s degree in public administration, business administration, political science or a related field is preferred but not required.
In addition to the minimum qualifications, the ideal candidate will possess extensive knowledge, skill, and functional expertise in the following core competencies:
TECHNICAL KNOWLEDGE | TECHNICAL SKILLS - Utilizing an Election Management System to create elections and draft contests
- Maintaining a list and roster of elected officials for posting on the internet
- Assisting with the management of recall and recount processes
- Managing and overseeing confidential voter files with accuracy and integrity
- Researching and understanding the elections process, state and federal election laws including but not limited to; California Elections Code, Education Code, Government Code, California Code of Regulations, and Secretary of State guidelines
- Utilizing software programs such as Microsoft Office Suite (Word, Excel, PowerPoint, Outlook and Access) to complete office tasks
INTERPERSONAL COMMUNICATION | RELATIONSHIP BUILDING - Following directives from Secretary of State as it relates to the implementation of elections law
- Serving as a liaison to City Clerks during the nomination period for candidate filing in General Elections
- Preparing reports of registration to the Secretary of States' office as required
- Conducting community outreach to interested parties on the candidate filing process throughout the community upon request
- Ability to communicate with important stakeholders for an election, including incumbents and candidates
ORAL & WRITTEN COMMUNICATION SKILLS - Proofing candidate filing logs and uploading them to a website on a daily basis
- Assisting with the creation and deliverance of election processes presentations as part of a voter education program
- Collecting, organizing, analyzing and presenting data and information
SUPERVISION | LEADERSHIP - Planning, developing, and facilitating comprehensive training programs.
- Supervising and mentoring teams ranging from six to sixty employees, including both permanent and Extra Help staff
- Co-leading canvass and recount boards and ensuring adherence to legal and procedural standards

National Association of Credential Services (N.A.C.E.S.). RECRUITMENT PROCESS Human Resource Services (HRS) will screen all application materials to identify qualified applicants. Applicants who meet desirable qualifications will be invited to participate in one or more job related assessments. Applicants will be notified of their test date and access code, if applicable. Only the most successful candidates will be placed on the eligible list.
Eligible List Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.
