    Vacation & Sick Leave

    At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).

    Holidays

    The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.

    Retirement
    This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.

    GENERAL PURPOSE: Reporting to the Chief Human Resources Officer, the Employee Engagement Manager will be responsible for executing citywide strategies and programs to enhance City employee professional development, engagement and retention. This role is integral to our mission of fostering a workplace culture where employees are motivated and empowered to perform at their best. This individual is creative and passionate about employee engagement and development.

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    • Collaborative Strategy Design and Execution: In partnership with CHRO, build project plans related to Human Resources to deliver on the City’s strategic plan. De?ne project scope, milestones, key stakeholders, and deliverables. Collaborates with internal partners and outside providers to design and deliver high impact people development programs using modern modalities for a growing workforce. Examples include live sessions, virtual training, microlearning, communities of practice, hands on simulations, peer teaching, and practical job aids. Internal Partnerships: Partner with department leaders to identify talent needs and strategically identify programmatic solutions
    • Rewards and Recognition: Identify, develop and implement rewards and recognition programs that align with our mission, vision and values.
    • Culture: Lead a cross functional team to drive culture deeper into the City’s DNA by further embedding the Mission, Vision and Values into our programming.
    • Continuous Improvement: Key project manager of HR Continuous Improvement initiatives.
    • Onboarding: Manage the Team Buckeye program for new hires. Create programs for internally promoted leaders.
    • Budget: Ensure all HR Initiatives are properly budgeted and in alignment with fiscal year budget limits.
    • Measurement: Build reports and KPIs to understand engagement, experience and culture. Assess the connections between other key people metrics such as talent attraction, retention and turnover. Analyzes program effectiveness. Provide reports and recommendations to leadership and adjusts based on data and feedback.
    • Development: Build out the learning and development efforts including the front-line leadership academy. Manage the LMS and its product offerings. Drive & execute the strategy, development, implementation, and management of leadership and talent related programs (employee onboarding, leadership and career development, retention and recognition, team member experience).

    MINIMUM QUALIFICATIONS:

    Education and Experience: Bachelor's Degree from an accredited college or university with major course work in human resources, business development, public policy, or related field, and four (4) years of progressive HR experience with a focus on leadership development/training, instructional design and/or talent management.

    Necessary Knowledge, Skills and Abilities:

    Knowledge of:
    • City organization, operations, policies, and procedures.
    • How to network within the West Valley and outreach to potential engagement resources
    • Data analytics and metric focused measurements.

    Ability to:
    • Work under the pressure of deadlines while establishing and maintaining cooperative working relationships with City departments
    • Think critically and identify root cause and conduct trend analysis.
    • Communicate clearly and concisely, both verbally and in writing.
    • Work with diverse groups and departments to identify key drivers for workplace satisfaction.
    • Influence and build effective relationships with leaders.
    • Be flexible, resilient, and comfortable with ambiguity.

    Skill in:
    • Customer service.
    • Writer and speaker who can connect and distill key messages and present them in a compelling way to multiple internal and external audiences
    • Managing multiple projects to ensure timely completion.
    • Producing high quality written documents and summaries.
    • Great people skills: diplomacy, integrity and mature presence with the ability to build strong relationships and work effectively up, down and laterally across multiple departments.


    12 Month Goals:
    • Meet all City leaders and teams
    • Build and drive the training efforts for the new performance management system, NEOGOV Perform
    • Define and build citywide succession and mentoring program
    • Roll out the Learning Management System (LMS) platform

    Special Requirements: Valid Arizona driver’s license is required
