    Distinguishing Features of the Class

    The Human Resources Manager (HR Manager) is responsible for overseeing the administration of human resource (HR) services with employees and management in designated City departments, including: civil service testing, recruitment and selection, classification and compensation, employee relations, employee and organizational development, employee performance and other assigned work. The position may serve as a liaison to department management on human resource-related issues. The role assesses and anticipates HR-related needs by communicating proactively with departments. The position formulates partnerships across HR functions to deliver value-added service to management and employees that reflects the goals and objectives of the City. The HR Manager maintains an effective level of understanding of departments’ operations, culture, goals and objectives. The HR Manager will serve as a manager over the HR Liaison staff and may act in the absence of the Assistant Human Resources Director or Human Resources Director. The nature of the work performed requires that an employee in this class establish and maintain an effective working relationship with other city employees, service and product providers, business leaders and the public. The principal duties of this class are performed in a general office environment.

    Acceptable Experience and Training

    • Graduation from an accredited college or university with a Bachelor’s Degree in Public or Business Administration, Human Resources or a closely related field; and
    • Substantial experience in recruitment and testing, employee relations, or performance management; and
    • Considerable experience in any of the multiple human resource disciplines, including those listed above, compensation practices, organizational development, safety, wellness, benefits and federal and state respective employment laws.


    Required Special Qualifications

    • Current PHR, SHRM-CP, SPHR, SHRM-SCP certification.
    • Candidates for positions in this class must pass a postemployment offer physical examination and drug screen.
    • Possession of a valid Iowa driver’s license or evidence of equivalent mobility.


    Examples of Essential Work (Illustrative Only)

    • Oversee, direct and perform all activities related to HR services with employees and management in City departments including HR policy guidance and interpretation; employee relations, worker’s compensation, evaluations, promotions, terminations and performance and disciplinary issues; employee counseling, EAP referrals and career opportunities.
    • Oversee and perform job analysis and evaluation, including field observations of employees and supervisors to determine the essential functions and duties of City positions and uses job analysis to develop and/or modify job specifications and development of exams.
    • Provide guidance and handle unemployment claims and hearings.
    • Attend pre-determination hearings and provide guidance to Departments on employee performance issues.
    • Develop and ensure implementation of procedures and policies for day-to-day business operations.
    • Plan, organize, direct and evaluate the work of the assigned staff in implementing appropriate goals, policies, and directives of the Human Resources Department.
    • Monitor projects to ensure timely and accurate completion and employee satisfaction.
    • Coordinate with the HR Director in preparation of annual operating budget proposals.
    • Promote and champion employee health and safety practices consistent with safety manual and policies and wellness activities and initiatives.
    • Performs other directly related duties consistent with the role and function of the classification.
