DescriptionThe City of Hartford's Office of Corporation Counsel is seeking qualified applicants to serve as the City's Citation Hearing Officer. Citation Hearing Officers for the City of Hartford’s Office of the Corporation Counsel, as independent contractors, conducts hearings as provided in local and state laws relative to the enforcement of local and state laws and policies for matters pertaining, but not limited to, the following: parking citations including, without limitation, boot and tow appeals; bulky waste; blight; ice and snow removal from sidewalks; zoning code enforcement; housing code enforcement; plastic bag ban appeals; tobacco appeals; automated traffic enforcement; and nuisance violation appeals. Reviews appeals and records; works with the Office of the Corporation Counsel to schedule and conduct hearings; issues written decisions; submits all decisions in a timely manner; meets with the Corporation Counsel or the Corporation Counsel’s designee; attends training sessions as designated by the Office of the Corporation Counsel; completes other such duties and services as may be required from time to time to carry out the purpose of the contract; and be available for multiple hearing assignments.
This is a part-time position as an independent contractor. Hearings are held every Tuesday and Thursday of the month and Citation Hearing Officers work an average of 6-12 hours per week. Compensation for this position is based on an hourly rate of $30.77, not to exceed $200 per day. Knowledge, Skills & Abilities Applicants must possess the following: - Experience or knowledge of the manner in which administrative hearings are conducted.
- General knowledge of administrative law and state and municipal law.
- Manage and conduct a fair and impartial hearing within prescribed, rigorous timelines.
- Demonstrate excellent analytical and writing skills.
- Computer skills, including, but not limited to, the ability to use electronic mail and to create and submit written decisions.
- Fulfill all responsibilities of a hearing officer.
QualificationsApplicants who have earned a Juris Doctor Degree from an accredited law school are preferred.
3L and 4L law students are also encouraged to apply.
