The mission of the Mohave County Development Services Building Division is to consistently provide plan review and inspection information and services in a professional, fair, courteous, timely and effective manner to builders, developers and homeowners who do construction within the lawfully designated, unincorporated areas of Mohave County.

This position is within the Building Division and involves a combination of office and field work. Travel to outlying county locations, including Bullhead City, Lake Havasu City, the Northern Arizona Strip, and other areas of Mohave County, may be required as needed. This position also involves interaction with the public at the counter, over the phone, and in the field.
Key Position Details:
- Starting salary $34.37
- Monday through Friday, 8am to 5pm - with the possibility of 4 - 10 work schedule.
- No weekends or holidays.
Working Conditions:
- Exposure to varying weather conditions including extreme hot and cold temperatures and depending upon location of inspection site, isolated, remote areas.
- During performance of inspections and investigations, frequently requires a variety of motions to include standing, walking, bending, stooping and extended driving times.
Essential Job Functions- Supervises the inspection program, coordinates and performs a variety of administrative staff work such as: reviewing scheduling; maintaining records; responding to requests for information or services; performing related administrative, planning and research activities; and preparing correspondence, reports, statistical information and prepare budget materials.
- Directs the work of subordinates engaged in inspection for conformance with the adopted codes.
- Conducts performance evaluations; makes hiring recommendations; recommends disciplinary actions; reviews vacations and time off requests; reviews work schedules and assignments; supervises the activities of assigned personnel; monitors inspections, reports and record keeping activities filed by assigned personnel for completeness, accuracy, and adherence to policy and procedure guidelines; instructs personnel in departmental policies, procedures and techniques; and provides training.
- Discusses changes with contractors and authorizes some code compliance alternatives.
- Investigates, responds, counsels, and resolves complaints involving issuances of stop work orders, building inspections and procedures, or other related building inspection issues.
- Reviews code changes and prepares code revision recommendations.
- Ensures compliance to codes and approved plans and specifications through inspection of single and multi-family residential, commercial and industrial buildings, alterations to existing structures, including remodeling, room additions, patio covers, etc., and inspects swimming pools, spas, propane heaters, gas lines, retaining walls, electric service and manufactured homes. Performs the more complex and technical inspections of installations involving multi-trades and unusual engineering designs, methods and materials.
- Issues approvals or corrections at each of the inspection phases.
- Issues notices for non-compliance to codes and deviations from approved plans and specifications.
- Issues notices for work being done without the necessary permits.
- Meets with contractors, homeowners, and others to discuss deficiencies and possible corrections and respond to inquiries of building inspection activities and code compliance.
- Investigates complaints and notifies higher level of authority of the results of the investigation to determine outcome of complaint.
- Maintains awareness of new and revised codes and construction methods and materials.
- Conducts fire damage inspections, dangerous buildings inspections, damage inspection following emergencies or disasters per FEMA requirements and inspections of buildings being moved.
- Maintains records of inspections conducted, notices issued, and updates permit records.
- Follows up on code violations to verify compliance.
- Investigates complaints and discusses problems with homeowners, contractors and others.
Minimum Qualifications- High School diploma/ GED (General Education Degree).
- Four (4) years’ experience in performing building inspections of residential, commercial and industrial buildings
- Two (2) years supervisory experience.
- OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
SPECIAL JOB REQUIREMENT - Must pass drug screen post offer.
- Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
- Must provide acceptable driving history at no cost to the County.
- Must possess and maintain International Code Council (ICC) Certifications as a Residential and Commercial Building Inspector, and a Residential and Commercial Plumbing, Mechanical and Electrical Inspector.

- Plan and schedule work to accommodate the needs of contractors and property owners, to assure compliance with codes, standards and regulations and to avoid costly delays in the construction or modification process.
- Detect discrepancies in plans, materials, and methods of construction and installation processes and suggest corrective actions.
- Interpret and apply technical information encountered in the performance of responsibilities to include building codes, ordinances, plans, diagrams, and specifications.
- Work independently.
- Conduct field inspections and investigations for building code and dangerous building code violations and prepare detailed and accurate records for use in legal procedures.
- Establish and maintain effective working relationships with associate personnel, the general public, building contractors and related agencies, and County departments.
