DescriptionTHE POSITION: The Ventura County Health Care Agency (VCHCA) is seeking a dynamic Staffing Services Manager I/II/III to join the Office of Compliance and Privacy. Reporting directly to the Compliance Officer, this role plays a key part in supporting the implementation and oversight of the Agency’s Compliance Program, including adherence to the Corporate Integrity Agreement (CIA).
THE IDEAL CANDIDATE: The ideal candidate will have a strong background in healthcare compliance, auditing, or privacy, with direct experience in a hospital, health plan, or public health system highly desirable. They will bring sharp attention to detail and the ability to interpret complex policies and regulations, along with strong critical thinking skills to identify risks, ask probing questions, and recommend practical solutions. Success in this role requires excellent organizational skills to manage multiple priorities, as well as clear and confident communication skills for preparing reports and presenting findings. The ideal candidate will also be proficient with data analysis tools and Microsoft Office, and experience with compliance tracking software will be considered a plus.

APPROXIMATE SALARIES:Staff/Services Manager I - $42.58 - $59.61 Hourly
Staff/Services Manager II - $45.65 - $63.92 Hourly
Staff/Services Manager III - $48.97 - $68.56 Hourly

EDUCATIONAL/BILINGUAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, or 5% based on completion of Associate's, Bachelor's, or Master's degree. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.
Staff/Services Manager I, II and III are Management classifications and are not eligible for overtime compensation. Incumbents in these classifications are eligible for benefits at the MB3 level.

- Assists in the administration of the Agency’s Compliance Program, including Corporate Integrity Agreement (CIA) deliverables and reporting.
- Reviews and maintains compliance and privacy policies to ensure alignment with federal and state regulations.
- Supports third-party auditors by preparing documentation, following up on findings, and ensuring corrective actions are implemented and tracked.
- Conducts internal reviews and monitoring to assess adherence to policies and regulatory requirements.
- Analyzes compliance data and prepares reports for leadership, committees, and regulators.
- Serves as a resource to staff and management on compliance and privacy requirements, escalating concerns appropriately.
- Provides training and education to staff on compliance policies, privacy standards, and audit readiness.
- Performs other related duties as assigned.

EDUCATION, TRAINING, and EXPERIENCE Any combination of education and experience which has led to the acquisition of the required knowledge, skills, and abilities.
The required knowledge, skills, and abilities can typically be obtained by:
Level I: One (1) year of professional experience in healthcare privacy compliance, auditing, or a closely related regulatory field. A bachelor’s degree in health administration, public health, business, or a related field may substitute for the required experience.
Level II: Three (3) years of professional experience in healthcare privacy compliance, auditing, or a closely related regulatory field.
Level III: Five (5) years of professional experience in healthcare privacy compliance, auditing, or a closely related regulatory field.
Note: A bachelor’s degree in health administration, public health, business, or a closely related field may substitute for one (1) year of the required experience at Levels II and III.
NECESSARY SPECIAL REQUIREMENTS: - Skill in using Microsoft Excel at an intermediate level, including functions, formulas, and data analysis tools.
- Skill in public speaking, including delivering presentations and conveying information to diverse audiences.
DESIRED:- Graduate degree in healthcare administration, compliance, business, or related field
- Some Electronic Health Records experience
- Supervisory/lead experience
- Possession of:
- Certified in Healthcare Compliance (CHC)
- Certified in Healthcare Privacy Compliance (CHPC)
- Certified Professional Coder (CPC)

Working (I) to considerable (II) to thorough (III) ability to:- Identify compliance risks, evaluate processes, and recommend effective solutions.
- Manage multiple projects and deadlines with strong attention to detail.
- Communicate effectively with staff, leadership, and regulatory bodies, both orally and in writing.
- Provide training, guidance, and support to staff on compliance and privacy requirements.
- Exercise sound judgment, think critically, and analyze complex information to support decision-making.
- Maintain strict confidentiality and handle sensitive information with integrity and professionalism.

TRAINING AND EXPERIENCE EVALUATION - qualifying: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large, candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.
In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Examinees must earn a score of seventy percent (70%) or higher to advance in the process.
ORAL EXAM - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
