    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the direction of the State Parks Minor Repair Program Manager, this position performs complex (journey-level) project management work including complex project management work in assigned areas. The primary area of assigned duties will be the State Parks Division statewide. Work includes project management functions such as program budget management, highly advanced consultative services, and technical assistance.

    This position performs moderately complex accessibility work under the Minor Repair Program Manager within the Facilities Management Program in the State Parks Division. Work involves planning, scheduling, and overseeing activities that contribute to TPWD's compliance with the Americans with Disabilities Act (ADA), Texas Accessibility Standards (TAS), Sections 503 and 504 of the Rehabilitation Act of 1973, and all other federal, state, and local laws and regulations related to accessibility for persons with disabilities.

    Duties involve planning and implementing major agency programs (e.g., capital repair, minor repair, Texas Department of Transportation (TxDOT) coordination, safety, alternative workforce, utility systems management, fleet management, facilities management, equipment management, and accessibility initiatives). Responsible for effective coordination with appropriate regional staff, park staff, Austin-based program staff, and personnel from other divisions, agencies, and local entities regarding assigned responsibilities.

    The position also includes planning and assigning the work of others, conducting inspections as required, and serving on Division and Agency-level Incident Management Teams. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree.

    Experience:

    Five years experience in facility maintenance, utilities systems maintenance, structural maintenance, or construction field.

    Three years experience in performing duties related to the Americans with Disability Act (ADA).

    Licensure:

    Applicant must possess or be able to obtain and hold within 30 days of employment, a Texas class "C" driver's license.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    Facilities Management Administrator (FMA) Certification or Systems Management Administrator (SMA) Certification may substitute for the required degree;

    One year experience, in addition to the required experience, in facility maintenance, utilities systems maintenance, structural maintenance, or construction field may substitute for 30 semester hours of the required education, with a maximum substitution of 120 hours.

    PREFERRED QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree in Park Administration, Recreation and Parks, Natural and/or Cultural Resource Management, Forestry, Construction Management, Engineering, Architecture, or Project Management.

    Experience:

    Five years experience in recreation-related management or management of a facilities support program;

    Experience purchasing in areas, such as construction, maintenance and repair services, equipment/vehicles, and related commodities;

    Five years experience in park management or facilities support program, or a closely related field;

    Five years experience in performing duties related to the Americans with Disability Act (ADA).

    Licensure:

    Current Project Manager/Project Management Professional Certification;

    Current Facilities Management Administrator Certification;

    Current Systems Maintenance Administrator Certification.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of the American's with Disabilities Act (ADA) in the realm of state and federal government application;

    Knowledge of local, state, and federal laws related to accessibility and public accommodation;

    Knowledge of conventional and historic building techniques, standards, materials, equipment, and tools;

    Knowledge of Occupational Safety and Health Administration (OSHA) and State safety regulations;

    Knowledge of State purchasing procedures and regulations;

    Knowledge of basic mathematics;

    Knowledge of maintenance and repair techniques for facilities, grounds, utility systems, and equipment;

    Knowledge of natural and cultural resources management;

    Knowledge of all hazards incident management for operations and logistics;

    Knowledge of project management theories and practices applicable to projects that are complex in scope;

    Ability to purchase supplies, materials, services and equipment in accordance with departmental and state regulations including writing and administering contracts;

    Ability to manage time and duties effectively without direct supervision;

    Ability to organize and monitor multiple projects involving numerous remote parks' staff, equipment and tasks;

    Ability to manage project activities;

    Ability to establish project goals and objectives;

    Ability to exercise sound judgment in making critical decisions;

    Ability to analyze complex information and develop plans to address identified issues;

    Ability to demonstrate negotiation and facilitation skills;

    Ability to identify project risks and gaps, to prepare reports;

    Ability to assign duties and responsibilities and coordinate the work of project staff;

    Ability to perform manual labor, including lifting supplies and materials up to 50 lbs;

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

    Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m., as necessary;

    Required to adjust to changing schedules;

    Required to work overtime, as necessary;

    Required to perform work outdoors, occasionally in adverse weather conditions;

    Required to perform manual labor, including lifting supplies and materials up to 50 lbs.;

    Required to operate a State vehicle;

    Required to travel 70% with possible overnight stays;

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

    Non-smoking environment in State buildings and vehicles.
