    Job Description

    JOB SUMMARY
    The Billing Specialist supports accurate, timely, and compliant billing across multiple operational areas, including Account Review, System Control, and Specialized Billing. This role ensures billing accuracy, resolves account discrepancies, and manages specialized billing scenarios. Billing Specialists work collaboratively with internal departments, builders, contractors, and customers to maintain data and billing integrity, improve processes, and deliver high-quality customer service.

    ESSENTIAL FUNCTIONS
    • Researches and resolves routine billing discrepancies, including high-bills, unbilled services, incorrect meter readings, and misapplied rates.
    • Reviews customer account billing and or supports and processes adjustments in accordance with policy and regulatory guidelines.
    • Specific duties based on team assignment may include the following:
      • System Control:
        • Communicates with builders, Counter Services, and Meter Technicians on meter installation or service activation issues.
        • Processes surety bond documentation.
        • Debits hardship loan accounts.
      • Specialized Billing:
        • Reviews and adjusts flat rate sewer accounts.
        • Reviews industrial waste surcharge billing and fats, oils, and greases (FOG) program compliance.
      • Account Review:
        • Processes courtesy leak and corrected read adjustments.
        • Reviews and debits fail to sign accounts to back bill for water used while account was not active.
    • Applies established policies and procedures to resolve billing discrepancies, determines adjustments, and processes account changes.
    • Escalates issues requiring supervisory or management approval per established authority limits.
    • Performs other duties as assigned.


    DECISION MAKING
    • Receives general supervision.


    MINIMUM REQUIREMENTS
    • High School Diploma or GED.
    • Two years of experience in customer service, billing, or account management, preferably in a utility or related industry.
    • Ability to work regularly scheduled shifts within SAWS’s hours of operation including the training period where lunches and breaks are scheduled with the flexibility to adjust daily schedule and work overtime and/or weekends as needed.


    JOB DIMENSIONS
    • Working knowledge of water metering and SAWS field practices.
    • Advanced skill in account research and system navigation.
    • Strong communication skills for both internal collaboration and external customer explanations.
    • Strong analytical skills with the ability to interpret data and resolve discrepancies.
    • Skill in Microsoft Office applications and billing or customer information systems.
    • Ability to apply logic and mathematics to correct consumption or rate-based errors.
    • Ability to use sound judgment in prioritizing workload to meet deadlines and service level expectations.

    PHYSICAL DEMANDS AND WORKING CONDITIONS
    Physical requirements include lifting up to 25 pounds occasionally. Subject to sitting or standing for extended periods of time at various workstations to perform job scope. Requires visual acuity, speech, and hearing. Working conditions are primarily in an office environment. May be required to adhere to strict lunch or break schedule.

    May be required to work hours other than regular schedule including shift work, weekends and holidays.
