Under the supervision of the City Administrator, the Director of Community Development is an exempt position under FLSA. Ensuring that development within the city occurs legally and logically is the primary responsibility of this position. The employee is responsible for planning, implementing and overseeing community development functions and initiatives taking into consideration the short and long-term needs of the City. Providing citizen assistance and gathering information for the City Council is expected. This position supervises the city's planning and development function as well as codes and building inspection. This employee should possess excellent communication, organizational, and public relation skills. In addition, exercising independent judgement and simultaneously considering the financial, ethical, legal and regulatory variables that affect the City is vital.
Duties, responsibilities, scheduling, shift assignments and work location, may be added, deleted or changed at any time at the discretion of management, formally or informally, either verbally or in writing.
Special Knowledge, Skills and Abilities.
A thorough knowledge of laws, regulations, policies, procedures related to economic development, community development and land use planning. Thorough knowledge of state statutes, map making, computers, and working knowledge of technical drawings and mathematics is required. Thorough knowledge of the environmental and socio-economic implications of the planning process and statues, laws, rules and regulations affecting these functions. Knowledge and skill in the design and facilitation of community engagement with the ability to tactfully engage with people from diverse backgrounds and build consensus among conflicted parties. Considerable knowledge of the trends, legislation, policies, and regulations required of municipal government. Considerable skill in the collection, analysis and presentation of data, recommendations, policies and systems. Working knowledge of available incentives and grants to attract and recruit businesses. Ability to maintain confidentiality of all activities and management discussions. This employee must be able to operate computers, photocopiers, and other office equipment. The ability to interpret ordinances and data, to understand and anticipate problems, and to read and interpret written instructions, memos, drafting proposals, reports, and files is required. This employee should possess excellent analytical, research, public relation, organizational, and oral and written communication skills.
