Education and Experience : A High School diploma or GED or higher, and four (4) years of experience in code compliance inspection and enforcement and one (1) year in a lead or supervisory experience.
Licenses and Certificates :
Some positions may require registration as a Code Enforcement Officer with the Texas Department of State Health Services, certifications from Texas Engineering Extension Service (TEEX) as a Code Enforcement Officer II, Certified Code Enforcement Officer with The American Association of Code Enforcement (AACE), Certified Property Maintenance and Housing Inspector with the International Code Council (ICC), a Pesticide Noncommercial Applicator license issued by the Texas Department of Agriculture and Visible Emission Evaluators License issued by the Texas Commission on Environmental Quality (TCEQ), at time of appointment.
Texas Class “C” Driver’s License or equivalent from another state.
General Purpose
Under general supervision, supervise and coordinate inspection activities related to designated environmental and municipal codes, laws, and ordinances to ensure protection of the public health, requiring the performance of a variety of technical tasks.
Typical Duties
Supervise and perform routine, mid-level and complex code compliance functions and activities. Plan, coordinate, assign and review the patrol, inspection, investigation, enforcement and documentation of designated air quality, environmental, licensing, building, zoning, municipal codes, and laws. Involves: Coordinate and assign inspections and surveillance. Provide education and instruction on prevention and correction of code violations. Patrol designated areas of the city, respond to and investigate complaints, and conduct random sampling to ensure compliance with established health, safety and environmental standards and regulations. Collect water samples for testing purposes. Issue corrective action notices, cease and desist orders, or citations for violations. Meet with citizens to provide training and information on ways to prevent, correct or comply with code ordinances, laws, environmental regulations, health and safety standards. Conduct quality assurance inspections, standardization inspections and inspection audits.
Supervise and perform vector control duties. Involves: Ensure safe, efficient work methods and practices are followed in the application or spraying of pesticide chemicals to public grounds, facilities, and standing water to control mosquitoes, ticks, fleas, roaches and other rodents. Identify and inspect areas conducive to breeding.
Supervise air quality monitoring duties. Involves: Ensure compliance of TCEQ/EPA air quality operating permits. Operate and maintain the City’s ambient air quality monitoring stations and equipment, including conducting required calibrations, audits and reporting in compliance with TCEQ/EPA requirements.
Assist in the development, implementation and coordination of public health preparedness. Involves: Contribute to the development and maintenance of disease surveillance systems to facilitate early detection, reporting and management of emerging infectious diseases. Promote community partnerships to identify and solve health problems. Establish working relationships with health care providers to promote the reporting of notifiable conditions. Investigate and assess community needs regarding public health preparedness. Attend meetings and seminars relating to public health preparedness programs. Support planning and preparedness activities as required. Respond to public health emergencies as needed.
Complete administrative functions. Involves: Provide accurate documentation and tracking of violations, inspections, and section activities. Review and monitor section budget. Research, recommend, develop and implement work procedures. Research and recommend revisions to existing ordinances and codes. Recommend additional ordinances related to issues not currently addressed under city codes and ordinances. Implement ongoing monitoring programs to prevent or correct illegal dumping of waste. Maintain ongoing random inspections and test sampling. Compile data and information for charts and reports. Prepare records necessary for presentation in court and testify in court. Keep abreast of current trends of code compliance and maintain certification requirements. Consult with other governmental agencies as necessary. Research property ownership.
Supervise and assist assigned personnel. Involves: Schedule, assign, guide and check work. Prioritize and coordinate unit activities. Appraises employee performance. Provide staff training and development. Enforce personnel rules, regulations, and work standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend staffing, merit pay or other employee status changes.

ELIGIBILITY FOR VACATION LEAVE
All regular employees who are regularly scheduled to work on an average, a minimum of twenty (20) hours per week, who have held a position in the City Service for a period of six months from date of employment, shall be eligible for vacation allowance as hereinafter set forth. Part-time employees shall accrue vacation leave at a pro-rated amount of full-time entitlement based on the number of hours that they are scheduled to work. Employees covered by collective bargaining agreements shall accrue vacation as provided in the applicable agreement.
Regular employees in the City Service shall accrue vacation credit at the following rates per pay period, calculated from the date of employment of each employee:
For 0 - 5 years of service (12 days):
40 hour per week employees - 3.70 hours per biweekly pay period
For >5 to 15 years of service (17 days):
40 hour per week employees - 5.24 hours per biweekly pay period
For >15 or more years of service (20 days):
40 hour per week employees - 6.16 hours per biweekly pay period
SICK LEAVE WITH PAY
Employees shall be entitled to accrue sick leave with pay in accordance with the Rules of the Civil Service Commission.
ACCIDENT WITH PAY LEAVE
The Amended Section 4.4 of the Ordinance shall become effective upon adoption and shall apply to occupational injuries and occupational diseases occurring on and after date of adoption. Occupational injuries and occupational diseases occurring before such date will be governed by the Ordinance in effect at the time of the date of injury or disease.
PREGNANCY LEAVE
A) Pregnancy shall be treated the same as any other temporary physical disability.
B) An employee on pregnancy leave shall use accumulated and unused regular sick leave time and then (unless granted use of special sick leave) shall be on leave without pay, unless the employee chooses to use any accumulated and unused annual leave.
C) An employee going on pregnancy leave shall give written notice to her department head with appropriate medical verification. Before returning to work from pregnancy leave, the individual will provide appropriate medical documentation releasing the employee to return to work, as is required for any individual who has been on leave for a temporary physical disability.
