    Position Information

    Advance your career with Sonoma Water-bring your outreach and water utilization experience to our team as a Sonoma Water Program Specialist II!

    The Sonoma County Water Agency (Sonoma Water) seeks an experienced Programs Specialist II who will work in collaboration with the Grants and Funded Projects team at Sonoma Water. This position will also collaborate with member agencies of the Sonoma-Marin Saving Water Partnership to coordinate regional programs, including managing related agreements, budgets, and program activity tracking, overseeing marketing and reporting efforts, and participating in regular meetings. Additional responsibilities will include:

    • Participating in internal and external committees to represent the interests and contributions of Sonoma Water’s Water Use Efficiency (WUE) section and the Sonoma-Marin Saving Water Partnership; reporting on insights gained, integrating relevant knowledge into ongoing work, and applying lessons learned to enhance program effectiveness
    • Creating and publishing social media content, including managing paid advertisements, across various platforms for the Sonoma-Marin Saving Water Partnership
    • Developing and maintaining website content for the Partnership’s site using the WordPress content management platform
    • Coordinating existing grant awards and assisting with new grant applications, including collaborating with partner agencies on program budgets, and supporting the tracking, reporting, and invoicing processes
    • Researching and writing a variety of reports on assigned projects
    • Attending meetings and tabling occasional outreach events

    The ideal candidate will have experience crafting written content for reports, websites, marketing materials, or advertisements. They will be passionate about science-based environmental resource management and will possess many of the following:

    • Experience preparing and managing grants, including writing grant narratives and assisting with budget development
    • The desire to work in a collaborative team environment with other staff, departments, and agencies
    • An interest in learning about water resource management planning, water efficiency public policy and regulation, the water/climate change nexus, and strategies for resource efficiency behavior change
    • The ability to work independently and in a team setting
    • Proficiency in the Microsoft Office Suite, as well as WordPress, Adobe creative suite software tools and Google Drive, Sheets, and Docs

    The following certifications are desired, but not required:

    • AWWA Grade 1 Water Use Efficiency Practitioner certification
    • Irrigation Association Certified Landscape Irrigation Auditor (CLIA)
    • Qualified Water Efficient Landscaper (QWEL) certification


    About Sonoma Water
    Sonoma Water is a special district formed by the California State Legislature in 1949 and is responsible for providing a safe and reliable water supply to its customers in Sonoma and Marin counties. Sonoma Water also maintains 75 miles of flood control channels and provides sanitation services. Employing approximately 250 employees, Sonoma Water consists of four divisions, including Engineering & Resource Planning, Environmental Resources, Business Services & External Affairs, and Water/Wastewater Operations & Maintenance. Sonoma Water supports the concept of environmental sustainability, focusing on renewable power sources, and strives to be a leader in its water use efficiency and fishery restoration programs.

    Employees of Sonoma Water are employees of a special district and are not subject to the provisions of the Civil Service Ordinance of the County of Sonoma.

    Sonoma Water is currently recruiting to fill a Sonoma Water Program Specialist II position. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list.     Minimum Qualifications

    Experience & Education: Any combination of education, training, and experience which would provide the required knowledge and abilities listed. Normally, this would include college level course work in water related science, environmental studies, environmental law, education, political science, communications, public relations, or a closely related field; and two years of experience in the implementation of water-related programs, including expertise, in one or more of the following areas: community relations, public outreach, media, water use efficiency technology, teaching methods consistent with state-wide educational standards, and/or legislative processes at the federal and state level.

    Certification: Possession of a Grade II Water Use Efficiency Practitioner certificate from the CA/NA Section of the American Water Works Association is highly desired.

    License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position. The position advertised on this announcement does require possession of a valid California Driver’s License.

    Knowledge, Skills, and Abilities

    Considerable knowledge of: urban water reuse environmental education concepts; principles and techniques of graphic design and production; establishing and maintaining effective public relations; English usage, spelling, grammar, and punctuation; and techniques and methods of research, report writing and preparation of informational materials.

    Working knowledge of: environmental principles and operation of water supply facilities and distribution systems; methods of water treatment and recycling, landscape design and installation practices; Federal, State, and local laws, regulations, and court decisions including water law, water rights, environmental compliance processes, species and habitat protection; methods, and techniques of legislative process and implementation; environmental regulations and environmental enhancement and restoration methods related to operation and construction of water supply, flood control, renewable energy, recycled water, and wastewater treatment facilities; forecasting and statistics and their application in analysis; group dynamics as it relates to public organizations; modern office methods, procedures, and equipment, including computers and applicable software applications such as word processing, spreadsheets, and databases.

    Ability to: plan, develop, organize, and implement a wide variety of water-related programs; negotiate agreements with various agencies and special interests to facilitate program activities; speak effectively and persuasively before diverse groups; establish effective working relationships with other staff and with persons possessing a wide variety of divergent views; write and edit written materials for publication; compile concise reports, letters, newsletters and other written materials; coordinate educational and informational seminars and workshops; prepare and disseminate information to media and others; prepare a wide range of clear, concise, and informative reports, correspondence, and brochures; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; use the internet and social media to enhance public outreach.

    Specialized assignments require the following:

    Water Use Efficiency
    Working knowledge of: Principles, practices and methods of water use efficiency and natural resource conservation; methods of conservation program implementation and monitoring, including plumbing efficiency; landscaping and turf water efficiency; methods for urban and non-urban water reuse; and landscape design and installation practices.

    Water Education
    Working knowledge of: Strategies and methods for effective educational programs; current state and federal standards for science education; methods for outdoor education and natural interpretation, strategies for curriculum development and implementation; methods to analyze educational effectiveness.

    Community Affairs
    Working knowledge of: Principles and techniques for establishing and maintaining effective public relations; fundamentals of mass communication, public speaking, journalism, and social media; techniques for effective use of a variety of media including social media; principles of graphic design and production.

    Government Affairs
    Working knowledge of: Basic principles of the state Water and Government Codes and related laws; state and federal legislative procedures; regulatory requirements governing legislative advocacy.

    The selection procedure will consist of the following examination:

    Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application and Supplemental Questionnaire Appraisal Examination which evaluates the education, training, experience, skills, knowledge, abilities, and other qualifications that you demonstrate in your application and/or response to the supplemental questionnaire.
