THE OPPORTUNITY The
County of Orange has an exciting opportunity for aProcurement Contract Analyst. The selected candidate will have a range of responsibilities and tasks related to complex solicitations, contract administration as well as oversight of procurement related programs. They will oversee contracts and procurement activities for various designated work units by strategizing, coordinating, and taking necessary actions to accomplish management goals. Additionally, they will carry out analytical and administrative duties to ensure that their specific assignment adheres to all relevant policy/procedure, government contract codes, and other applicable statutes.

DESIRABLE QUALIFICATIONS
The ideal candidate will possess experience in public or private sector procurement, contracting, and/or other related fields. The incumbent will demonstrate professional experience in the administration, management and compliance oversight of commodities, services, professional services, human services, architect engineer, and/or construction contracts or programs including but not limited to, soliciting, developing, administering, and monitoring contracts or related programs, while ensuring compliance with local, federal, and state requirements.
In addition, the ideal candidate will have extensive knowledge, skills, and abilities in the following core competencies:
Technical Knowledge | Technical Skills- Experience conducting various appropriate methods of solicitations and/or overseeing various contract types for compliance
- Experience researching, analyzing, and organizing technical contract specifications, scopes of work or related program guidance documents, and working with customers for an overall successful solicitation process or program
- Experience in developing/analyzing appropriate solicitation types including evaluation criteria, for appropriate scoring of proposals and bids received. Experience in conducting solicitation evaluation panels and supplier interviews, during the solicitation process.
- Developing, drafting, negotiating and administering contracts or related programs
- Evaluating and analyzing supplier capability, and managing supplier performance and relationships
- Interpreting and correctly applying regulations, policies and procedures, fiscal, compliance, or funding source requirements (including State and Federal).
- Compliance Monitoring
Analytical Skills | Problem Solving- Researching, collecting, and utilizing data in support of procurement decisions.
- Understanding stakeholder needs/constraints, detecting procurement and contracting industry trends, and making recommendations accordingly.
- Identifying, evaluating, and resolving issues as they arise, using decision-making abilities and technical expertise.
- Demonstrating extensive experience and knowledge in the interpretation and analysis of legislative data, laws, rules, regulations, and policies pertinent to procurement and contracts and carrying out their enforcement.
- Integrating new ideas and contemporary approaches into problem-solving, data gathering, analyzing, and applying information skillfully.
- Developing solutions, proposing solutions, achieving measurable results, and implementing best business practices.
Relationship Building | Communication - Establishing and cultivating effective working relationships with various staff members, community agencies, stakeholders, and resources.

- Communicating effectively and professionally both verbally and in writing with individuals, Agency/Department heads, Managers, and internal and external partners, including communicating core ideas to elected officials and County executives.
