GeneralThe BI Analyst reports to the IT Manager for Data and Analytics and is responsible for data modeling and analysis services used to mine enterprise systems and applications for knowledge and information that enhance business processes for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA). This individual is also responsible for assisting in building, deploying, and maintaining data support tools, metadata inventories, and definitions for database file/table creation.
This critical role requires deep BI and data experience and advanced data skills to deliver impactful reporting and analytics. The role will analyze complex data sets, create insightful reports, and provide actionable recommendations to support effective decision-making at all levels of the organization.
Essential Functions & DutiesExamples of Essential Functions:
- Build and maintain production-level reports and dashboards using BI tools like Power BI and Tableau to support business operations.
- Develop clear and visually compelling data visualizations to communicate findings to stakeholders.
- Manage project scope, deliverables, and risks while collaborating with stakeholders to understand their data needs and translate them into technical requirements.
- Ensure BI solutions are scalable, reliable, and secure, while developing and monitoring key performance indicators (KPIs) to track business performance.
- Collaborate with cross-functional teams to optimize data workflows and drive analytics projects from inception to completion.
- Foster self-service capabilities, empowering users to independently access and report on data.
- Work with application development staff to coordinate the creation and management of data queries.
- Collaborate with unit managers, end users, development staff, and other stakeholders to integrate data management applications with existing systems.
- Develop, implement, and maintain change control and testing processes for modifications to data models.
- In conjunction with data owners and department managers, develop data models and protocols for mining production databases.

- Analyze and validate data from various sources, utilizing advanced analytics techniques to identify trends and extract meaningful insights.
- Devise, develop, and deploy required data queries in response to business user needs.
- Provide and apply quality assurance best practices for data analysis services across the organization.
- Monitor data quality, maintain reports, investigate and fix bugs, and ensure platform stability.
- Provide ad hoc analysis and support for special projects, maintaining thorough documentation of BI processes.
- Contribute to best practices within the Analytics discipline.
- Assist in the development of data management policies and procedures.
- Identify research questions, solve problems using data analysis and communicate the results to various stakeholders.
Minimum QualificationsMinimum Qualifications : Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
- Bachelor’s degree in computer science, Data Science, Statistics, or a directly related field
- Three (3) years of progressively responsible full-time experience as a Business Intelligence or data analyst.
- Three (3) years of full-time experience utilizing BI tools (Power BI, Tableau, Looker),
- Three (3) years of full-time experience with data warehousing and ETL processes.
- Experience with SQL and PL.SQL.
- Must be willing to work On Call and After hours as required
Preferred Qualifications :
- Master’s degree in computer science, Data Science, or Statistics.
- Experience with data modeling and analysis techniques.
- Knowledge of statistical analysis and machine learning algorithms.
- Experience with programming languages like Python or R.
- Experience with multiple BI systems including various BI platforms, Datawarehouse, Data Lake, ETL tools, CRM and ERP systems, as well as Financial Planning tools.
- Experience working in a high-tempo environment, adapting to day-to-day challenges.
- Experience conducting research into database issues, standards, and products as required.
- Excellent verbal and written communication skills to present findings to both technical and non-technical audiences.
