    SUMMARY OF POSITION

    Monterey County Health Department’s Behavioral Health Bureau (MCBH) is seeking to fill the position of Assistant Bureau Chief.

    The Behavioral Health Bureau is a progressive agency that serves children, youth, adults, older adults and their families with System of Care values of being community based, culturally relevant, client and family centered and using evidence-based practices to support clients in the wellness and recovery of their mental illness and substance use challenges.

    The Assistant Bureau Chief manages and coordinates the day-to-day administrative operations of the Bureau, providing leadership, project management and direction to help achieve its long-term strategic goals and objectives. This role oversees support for several divisions and is responsible for fiscal and administrative services, including budget management, recruitment, and program contracts and grants. With over $50 million a year in contracted services, the Assistant Bureau Chief will ensure standardization in the contracting process and improve contract oversight. The individual holding this position will manage the agreements and associated deliverables, collaborate with Treatment Providers and provide oversight to the operational portion of Behavioral Health to achieve measurable outcomes.

    The Eligible List established by this recruitment process will be used to fill current and future vacancies, both regular and temporary, as they arise.

    Examples of Duties

    • Manages, directs and coordinates the day-to-day administrative operations and systems that support the effective functioning of the Bureau to include supervision of the Bureau Admin team.
    • In consultation with the Bureau Chief and Finance Manager, formulates and manages Bureau budget and Bureau financial resources effectively; identifies budgetary and financial gaps and makes responsible and effective recommendations to fill gaps.
    • Exercises effective verbal and written communication skills; interfaces and collaborates effectively at multiple levels; establishes and maintains liaison with relevant professional groups, contracted provider partners, and agencies on various governmental levels.
    • Assists the Bureau Chief in strategy and goal formation consistent with the County’s and Health Department’s mission and key business objectives.
    • Researches, prepares, interprets and presents administrative, financial and technical reports.
    • Identifies division-wide administrative, operational and service delivery problems; develops, recommends, implements and evaluates solutions that comply with all laws and regulations and provide quality services.
    • Establishes, reviews and enforces policies and procedures to ensure Bureau mandates and objectives, operational requirements, and customer service goals are met.
    • Provides guidance and effective leadership to Bureau staff.
    • Continuously maintains a comprehensive level of current knowledge of the applicable Federal, State and County rules, regulations, policies and guidelines governing the specific Bureau to which assigned.
    • Ensures the effective utilization of assigned human resources including hiring successful staff, enforcing effective performance management practices, and employing effective employee relations practices.

    THE SUCCESSFUL CANDIDATE

    Will have a proven track record demonstrating the following knowledge, skills, and abilities:

    Working Knowledge of:
    • Current technical/professional knowledge of the complex principles, methods, standards, and techniques associated with the scope of work of a recognized profession, and the assigned Bureau.
    • Principles and practices of organizational design and management analysis necessary to formulate and implement administrative policies.
    • Principles and practices of personnel management and supervision.
    • Principles and practices of Public Administration.
    • Principles and methods of fiscal management, including budget development and expenditure controls, public financing, revenues, grants, contract administration and rate setting as applicable to assignment.
    • Functions and operations of related government agencies and community organizations as applicable to assignment.
    • Applicable Federal, State and local laws, rules, regulations, ordinances and policies governing the operation and administration of assigned Bureau.
    • Public relations practices.


    Skill and Ability to:
    • Plan, organize and direct diversified, multidisciplinary Bureau programs, projects and services, and staff.
    • Utilize financial and fiscal efficiencies strategically and creatively.
    • Develop and articulate goals and objectives in support of the Bureau’s vision and mission; implement and monitor policies, procedures and standards of program services and treatment.
    • Identify, address and implement strategic orientation, situational awareness, and organizational savvy to a broad range and variety of complex and/or sensitive issues and matters; develop new and creative solutions and programs.
    • Successfully build and maintain relationships, work closely with, and promote involvement of County and department executives, diverse groups, stakeholders and individuals to identify and deliver services that meet their needs and the strategic objectives and goals of bureau programs, projects and services.
    • Coordinate resources and decision making with Bureau Chief and other Bureaus as required.
    • Establish customer service standards and measurements, and focus on the delivery as a major goal to meet customer needs.
    • Employ a variety of communication resources and approaches in order to affect positive outcomes and build rapport throughout the organization.
    • Utilize a variety of computer-based systems and programs to accomplish work.


    Desirable Qualifications:

    • Ability to speak, read, and write effectively in English and Spanish


    Examples of Experience/Education/Training

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

    Education: Possession of a bachelor’s or master’s degree from an accredited university in Public Administration, Health Administration, or a closely related field.

    And

    Experience: Three years’ experience managing health programs and services similar to those delivered in assigned Bureau.

    Additionally, the incumbent must meet and continually maintain any mandated federal and/or state educational, experiential and professional requirements for the position to which appointed.

    • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
