POSITION SUMMARYThis is highly responsible managerial, supervisory, technical and administrative work of considerable difficulty in the planning, development, and implementation of transportation projects, programs, initiatives, studies, and designs, improving safety and addressing mobility challenges within the City. The incumbent is responsible for coordinating municipal transportation projects, studies and initiatives with internal and external local and regional transportation agencies; seeking federal, state, and local funding for advancement of transportation projects in the City; budgeting and allocating funding for the planning, design, construction, and implementation of pedestrian, bicycle, transit, freight, and traffic flow improvements in the City.
Under the direction of the Department Director or Designee, the position manages, plans, coordinates and directs the operations of a division within an assigned department. Responsibilities also include supervising and overseeing activities and operations for the administrative and technical operations of the division along with leading major initiatives. Work is reviewed through written reports, staff meetings and conferences.

- Responsible for planning, directing, and overseeing assigned staff, schedules, and workloads; resolves conflicts, assists in the selection and evaluation of employees, setting performance standards, provides training, and administers disciplinary action, as required.
- Seeks funding for transportation projects by assisting with the preparation of applications for grants from Federal, State, County and other agencies.
- Assists with planning, development, coordination, and implementation of projects recommended in adopted transportation plans; plans, policies, and procedures for improving mobility and managing traffic flow in the City.
- Conducts field reviews, prepares and/or reviews regional transit plans, preliminary and final engineering roadway plans to ensure pedestrian, bicycle, transit, and vehicular safety.
- Coordinates plans review and permitting processes with jurisdiction agencies (Federal, State, County, and City) for transportation and mobility projects.
- Serves as an alternate member on behalf of the Deputy Director at City, County, FDOT or MPO committees.
- Oversees day-to-day operation of the LauderGO Program (Community Shuttle, Microtransit and Water Trolley) and any new City led transit programs ensuring contract compliance, high level of service performance and customer service.
- Responsible for Federal, State and local compliance and reporting in connection with City’s transportation projects and programs.
- Oversees City’s bus shelter program.
- Oversees the review, and approval of Maintenance of Traffic (MOT)/Temporary Traffic Control Plans for roadway construction projects, private development projects requiring lane closures, and special events, including compliance aspects of the MOT program.
- Leads or assists in the procurement process for department contracts and projects including, but not limited to, preparing project scopes of services and contract specifications, establishing minimum requirements, and attending pre-bid and evaluation committee meetings.
- Manages consultants involved in the planning, engineering, and design of transportation and mobility projects, including, but not limited to, reviewing and approving scopes of services and price proposals (i.e. consultant service orders), payment applications and invoices, purchase requisitions, change orders, budget allocations, project schedules, and ensuring consultants’ work products comply with project scopes and contract specifications.
- Prepares project budgets and identifies sources of funding for appropriation and implementation; assists the Deputy Director in the development of the Department’s annual capital and operating budget as well as expenditure reports.
- Prepares Commission memorandums, resolutions, and ordinances along with supplemental visuals and presentations.
- Performs related duties as required and as directed.
JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT MINIMUM JOB REQUIREMENTS: Bachelor's Degree from an accredited college or university in Transportation Planning, Civil Engineering, Urban Planning, Public or Business Administration or related field.Five (5) or more years of related progressively responsible professional/managerial level experience in traffic engineering, transportation planning, urban planning, or transit service planning/operations. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education. Previous supervisory experience required. PREFERRED QUALIFICATIONS: - Florida Professional Engineer (PE), Engineering Intern (EI) and/or American Institute of Certified Planners (AICP) Certification.
- Experience working for a local, County or State agency.
- Prior experience managing transportation projects and services.
- Maintenance of Traffic Certification.
