    Position Description

    In this dynamic and challenging position, the selected candidate will work under the direction of the City Manager or Assistant City Manager(s) performing varied complex administrative and managerial assignments dealing with the organization and operation of the City.

    In this capacity, Deputy City Managers work with executive staff in coordinating and directing activities involved in the implementation and completion of citywide projects. This exciting opportunity includes planning and organizing diverse programs and activities; establishing objectives, work-plans and standards to implement city-wide short and long-term goals; assisting with decision-making and providing leadership in problem-solving; negotiating highly complex contracts; monitoring public relations activities; and participating in the preparation of the City budget. Incumbents may conduct studies and analyze information relevant to difficult operational and administrative problems, analyze findings, and prepare and present reports of practical solutions or recommendations.

    In addition, incumbents may be responsible for special projects, serve on committees and task forces and represent the City in relations with the community, advisory committees, other government agencies, and professional organizations.

    Incumbents must have the ability to manage multiple projects and perform a wide variety of duties and responsibilities with accuracy under the pressure of time-sensitive deadlines; be able to exercise sound administrative judgment and initiative; and be able to maintain effective working relationships.

    This position may exercise supervision over assigned staff. This is an unclassified position in which incumbents serve at the will of the City Manager.

    Pay,Benefits, & Work Schedule

    The City offers an attractive and competitive salary and benefits package. The salary for Deputy City Manager is dependent upon qualifications. The current annual salary range is $118,512 up to $204,648. The employee benefits package, as noted below, is subject to change and includes:

    Retirement: Fresno City Retirement System; reciprocity with other public California systems. The City's pension funds are among the best-funded public systems in California and the nation. The City does not participate in Social Security.

    Health Insurance: The City maintains a PPO plan through the City of Fresno Health and Welfare Trust. The City contributes toward the current monthly premium for medical, prescription, dental, and vision for employee and dependents.

    Flexible Spending Account Program: The City maintains IRS Section 125 Plan that includes spending accounts for health care and dependent care.

    Auto Allowance: In accordance with Administrative Order 2-2.

    Deferred Compensation: 457 plan available which allows tax contribution up to IRS determined limits. City contributes up to $75 per month.

    Management Leave: 108 hours per fiscal year with an annual cash out provision.

    Annual Leave: Accrue 15.50 hours per month, with cash out provisions.

    Holidays: Ten (10) City-observed holidays annually, plus birthday and two (2) personal days per year.

    Life Insurance: Equal to annual salary; premium paid by City.

    Long-Term Disability: City pays premium for 66.66% of monthly salary up to $7,500 per month after 30 days.

    Deferred Retirement Option Program (DROP): DROP is an optional, voluntary program that allows you to have your retirement benefits deposited in a special savings account within your Retirement System all while you continue to work for the City of Fresno. To participate you must be at least age 50 with 5 years of service. Benefits include: ownership of DROP account monies; compound interest earnings; and alternative distribution options.

    The Requirements

    The ideal candidate should possess excellent written and oral communication skills and be very well organized. Individuals who are able to maintain and exhibit discretion and integrity when handling sensitive information, demonstrate commitment to public service, as well as the ability to work well in a fast-paced environment will thrive in this position.

    Candidates should have demonstrated knowledge of various public sector services; the principles and practices of public administration, organizational development and management, including governmental operations, budget and fiscal administration.

    The qualifications are four years of direct experience managing or developing programs, projects and activities related to the assignment and a bachelor's degree from an accredited college or university in public administration, business administration, or a related field.

    Experience within a municipality of similar size and scope and a Master's degree in public or business administration is preferred.

    Possession of a valid class C California Driver's License is also required at time of appointment.

    City Government

    Fresno is a full-service charter city operating under a strong mayor form of government. There are seven Council Members. The Council appoints the City Attorney and the City Clerk. The Mayor is elected at- large and does not serve on the Council, but has veto power over certain actions taken by the City Council. The City Manager, who is appointed by the Mayor, is responsible for appointing all other department heads in the City
