    CURRENT VACANCIES

    Behavioral Health & Recovery Services
    Operations
    There is one full-time, fixed-term Senior Department Analyst vacancy in the Operations sector of Behavioral Health & Recovery Services (BHRS) within HHS. The analyst leads strategic initiatives to enhance performance and ensure compliance with Medi-Cal, Medicare, and other regulations; conducts legislative, policy, and operational analyses; advises BHRS leadership; expands protocols to meet new state requirements; and strengthens contractor monitoring. Supporting the Operations Director, they align programmatic and fiscal performance with Program Integrity standards and coordinate across BHRS, HHS departments, and external partners (CalMHSA, Partnership Health Plan, Kaiser, and community-based organizations) to develop collaborative and innovative service strategies.

    This role is a fixed-term position and is budgeted through June 30, 2027. However, there may be opportunities for the hired individual during this time period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.

    Quality Management
    There is one (1) full-time, regular Senior Department Analyst vacancy in the Quality Management sector of Behavioral Health & Recovery Services (BHRS) within Health and Human Services. The Marin Mental Health Plan’s (MHP) Quality Management (QM) program is responsible for monitoring the MHP’s effectiveness and for providing support to all areas of MHP operations by conducting performance monitoring activities which include, but are not limited to: utilization management and review, credentialing and monitoring, grievances and appeals, and analysis of beneficiary and system outcomes. The QM program’s activities are guided by the relevant sections of federal and state regulations, including Title 42 of the Code of Federal Regulations, California Code of Regulations Title 9, California Welfare and Institutions Code, as well as the MHP’s performance contract with the California Department of Health Care Services (DHCS).

    Office of Finance (HHS)
    The Senior Department Analyst, based in HHS’s Office of Finance and reporting to an Assistant Chief Fiscal Officer, supports the Division of Homelessness and Coordinated Care as a core member of the finance team. They provide lead direction to fiscal and program staff on budgets, funding requirements, accounting duties, and best practices; manage grants and multiple revenue streams; conduct budget analysis, forecasting, and revenue projections; track expenditures; and oversee audit reporting. The role ensures compliance with HHS and County fiscal standards, manages grants and dynamic program budgets within MUNIS, and serves as a liaison between program staff and local, State, and Federal funding agencies on fiscal matters.

    Public Health
    The Senior Department Analyst, reporting to the Epidemiology Program Manager, is a key leader in advancing data-driven efforts to improve population health and equity. They develop and lead the population health analytics program, conduct complex analyses, and drive data strategy initiatives, including Health Information Exchange and data modernization. Collaborating with epidemiologists, IT, leadership, and external partners, the analyst enhances data access, quality, and use, while supervising staff, managing grants, and ensuring compliance with governance and privacy standards.

    HYBRID SCHEDULE
    The Health & Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidates must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

    The Senior Department Analyst drives strategic program goals by leading cross-functional improvement efforts, analyzing data for decision-making, and ensuring compliance with state and federal mandates. They align operations, policies, data systems, and service delivery, while managing multiple priorities in a fast-paced environment. Skilled in communicating complex concepts, they translate technical information for diverse audiences and build strong partnerships with stakeholders. The ideal candidate is mission-driven, equity-minded, detail-oriented, and adept at navigating ambiguity.

    The successful candidate will have demonstrated leadership experience, including supervising or providing lead direction and mentoring analytical staff, and has a collaborative approach to the work. Their strategic mindset, coupled with an ability to manage detailed implementation and reporting work, makes them a valuable contributor to the County’s mission to deliver integrated, health and financial services.

    The ideal candidate is a collaborative yet independent thinker and an excellent communicator, skilled in problem-solving and program evaluation design. They have led complex analytics and data strategy efforts, managed multiple datasets, and advanced a data-informed culture by improving data access, quality, and usability across teams.

    The BHRS Operations candidate is knowledgeable and has experience in the following: Medi-Cal regulations; program evaluation, design, and methodologies; data analysis; and using performance and outcome data for continuous quality improvement. Our highly qualified candidate will have a history working on, and passion for systems-level change. Because the candidate will be joining a small but mighty team that is focused on change management and innovation, it is critical to have team members who thrive in an environment where adaptability and change are constant.

    The BHRS Quality Management candidate will carry out requirements of complex state and federal regulations and initiatives, to include interpretation and implementation of initiatives along with ongoing mandatory monitoring and reporting of progress to state and other governing bodies. This position will work in collaboration with other BHRS departments to ensure carry out QI workplan goals and support the transition between the Mental Health Services Act (MHSA) and the Behavioral Health Services Act (BHSA) including reporting required goals and outcomes. Experience navigating electronic health record systems and using PowerBi to transform and model data, and create interactive dashboards and reports is highly desired.

    The HHS Office of Finance candidate has strong analytical experience along with planning, budgeting and accounting experience dealing with complex blended funding (which includes Federal, State, and local funds). They are knowledgeable of the Marin County Homeless programs and services and their multiple respective funding streams. The ideal candidate must be highly proficient with Excel with experience in MUNIS or similar accounting system. Fiscal management experience, strong organizational skills flexible with changing priorities is ideal.

    In addition, the Public Health candidate is required to have experience with healthcare claims, HIE, EHR, and/or population health analytics. The ideal candidate brings broad experience in public health data analysis, informatics, and systems thinking, with a deep understanding of how high-quality data supports effective programs, services, and policies that advance public health and health equity.

    QUALIFICATIONS

    • Recognize and resolve problems of a sensitive and/or political nature; negotiate mutually satisfactory solutions and implement recommendations.
    • Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
    • Establish and maintain effective working relationships with those contacted in the course of work, including other departments, community members and organizations, public and private agencies, and local, state and federal agencies.
    • Effectively represent assigned programs, the department and County in meetings and presentations.
    MINIMUM QUALIFICATIONS
    Equivalent to graduation from a four year college or university with a major in business or public administration, public policy, political science, social services, health care administration or a field related to the work, and three years of professional level experience performing administrative, legislative, operational and/or policy analysis; program or project design, planning and implementation; research; strategic planning; or closely related work.

    Additional professional level experience performing administrative, analytical, fiscal, legislative, operational, policy, program administration or research work may be substituted for the required education on a year-for-year basis.
