    Introduction

    The primary function of this position is to provide leadership and perform real estate planning and transactions to meet citywide real estate needs in development of capital and non-capital projects, including acquisition, disposition, management, exchange, and consulting to ensure accurate completion of projects within established time frames.

    Anticipated starting salary may be up to mid-point depending on candidate’s experience and internal equity.
    The full salary range is listed above and mid-point for this position is $57.97 per hour/$120,536.00 annually.

    Minimum Qualifications

    Education and Experience
    • Bachelor's Degree in Business, Urban Planning, Real Estate, or related field from an accredited educational institution.
    • A combination of five years' experience in corporate and government real estate entities responsible for the acquisition, management, and disposition of real estate with focus on large capital projects.
    • Must have a least one year of lead or supervisory experience.
    • An equivalent combination of education and job-related experience may substitute for the educational requirement on a year-for-year basis,.
    Licensing, Certifications and Other Requirements
    • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
    • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
    • Preferred: State of Arizona Real Estate licensure.
    • Preferred: Certified appraiser.
    Other pertinent licenses and/or certifications may be required of some positions depending on division/department/service assignment.

    Essential Functions

    Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
    • Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.
    • Prepares and reviews leases, contracts, council action reports, resolutions, ordinances for legal compliance and protection of the City.
    • Meets with City Council, charter officers, attorneys, executive management leaders, brokers, developers, and property owners.
    • Develops and maintains a comprehensive inventory of real estate and its improvements and/or leases owned by the City.
    • Performs feasibility analysis using survey, title work, site inspection, appraisal value, utility availability.
    • Approves negotiations for the acquisition of land, land rights, improvements, and for leases of City property after reviewing with City Engineer.
    • Manages escrow closing process to meet deadlines and ensure compliance with legal conditions as stipulated by contract.
    • Reviews, structures, and creates complex legal agreements and documents that encompass concepts negotiated with developers, property owners and attorneys for real estate interest.

    • Work is performed in a City office environment, with occasional work performed on site to visually inspect property outdoors moving over tough terrain.
    • Operate a variety of standard office equipment including a computer, telephone, calculator, copy and fax machines requiring continuous and repetitive arm, hand and eye movement.
    • Exposure to dust, grease, noise, inclement weather, temperature extremes and unpleasant but not hazardous odors.
    • Travel to/from meetings, job sites and various locations.
    • Operate a motor vehicle.
