ABOUT THE FINANCE DEPARTMENTThe Finance department is the backbone of the city. The department provides fiscal information to all City departments and manages the development and analysis of the budget. It also prepares year-end financial statements, annual audits, accounts payable, revenue collection and other day-to-day financial transactions. The Department also oversees the investment of City funds and provides the strategic planning necessary to preserve the City's superior credit rating and safeguard City assets.
ABOUT THE POSITIONUnder the supervision of the Finance Manager, the Accounting Technician I/II will perform a variety of paraprofessional accounting duties including general accounting, payroll processing, accounts receivable, revenue collections, accounts payable and purchase order processing, treasury assistance, business licensing, month-end general ledger account reconciliations/journals, annual audit/budget support, account analysis, and related duties as assigned.
The Accounting Technician II is the journey-level class in the Accounting Technician classification series responsible for performing the full range of paraprofessional accounting tasks in assigned program areas. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in the Accounting Technician class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level; progression to the II level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to the II level, and (ii) acquiring the knowledge, skills, and experience necessary to meet the minimum qualifications for the II level of the series.
ABOUT THE RECRUTIMENTThis recruitment will be open until the position is filled and applicants will be reviewed as they are received. - Assist financial transactions including accounts payable, accounts receivable, purchase order, and payroll.
- Support monthly, quarterly, year-end reconciliation by creating journal entries and conducting account analyses.
- Assist with budget development including monitoring overspending and tracking capital budgets.
- Maintain finance records and documentation including retention schedules, file maintenance, and ensuring proper storage of financial records.
- Complete ad hoc projects such as unclaimed check tracking, data cleanup, and other special assignments as needed.
Minimum QualificationsEXPERIENCE AND EDUCATION:

EXPERIENCE:
Accounting Technician I:
- Requires one year of progressively responsible accounting experience, including bookkeeping, complex numerical calculations and/or processing of financial data.
Accounting Technician II:
- Three years of progressively responsible accounting experience, including bookkeeping, complex numerical calculations and/or processing of financial data.
- AA degree may be substituted with two additional years of experience in an accounting
- Similar or relevant work experience in the public sector
EDUCATION:
Accounting Technician I:
- Possession of a high school diploma or G.E.D. equivalent is required.
- Possession of a post-secondary degree in accounting or finance, or possession of a certificate in accounting proficiency, is desirable.
Accounting Technician II:
- Associates of Arts degree (AA)
LICENSES & CERTIFICATIONS:
- Possession of, or ability to obtain, a valid Class C California driver's license.
Supplemental InformationIDEAL CANDIDATEWell-rounded Accounting Technician who is motivated and team oriented. The person holding this position should demonstrate a high level of customer service standards with the community, customers, and departments. Proven knowledge and demonstrated work experience in the basic function of finance such as Accounts Payable, Accounts Receivable and Payroll. The ideal candidate is comfortable with change and can multi-task; is familiar with governmental organizational structure and public service oriented, has a willingness and capacity to learn other aspects of accounting and finance, and then put that new found knowledge into action.
PHYSICAL DEMANDS AND WORK ENVIRONMENTMust possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
