This position will serve as a substance use prevention resource for the Division of Behavioral Health. The Senior Substance Use Prevention Specialist will assist the Prevention Services Coordinator with overseeing substance use prevention grants, providing support to prevention providers, monitoring programs, managing contracts, and reporting on progress. The Senior Substance Use Prevention Specialist will analyze and interpret data to improve decision-making and ensure providers follow established standards by using evidence-based approaches.
Base salary offered is up to $62,500.00 annually, commensurate with education and experience. The salary listed in this job description is a base salary rate. Applicants eligible for time of service pay adjustment or shift differentials may exceed the salary range listed above.
This position is domiciled at the Central Office in Jefferson City, MO. This position may require travel with overnight stays when necessary, as well as in office presence.
- Primary job focus is substance use prevention for the Division of Behavioral Health.
- Accountable for day-to-day operations and technical assistance of substance use prevention programming, providing professional support, including consultation.
- Evaluates operations of prevention providers to ensure effectiveness and compliance with state regulations and guidelines, identifying and recommending strategies and process improvements.
- Interprets complex data and prepares detailed reports on prevention program performance, identifying trends and making informed recommendations for enhancements.
- Leads and actively participates in prevention-related workgroups and committees, contributing expertise to drive programmatic improvements.
- Participates in the coordination, implementation, and sustainment of overdose prevention programming; reviews and updates policy, conducts program monitoring, and reports outcomes.
- Contributes to the development and monitoring of grants and grant proposals, preparing award recommendations and compiling data for tracking purposes.
- Analyzes prevention provider work plans and budgets, offering strategic recommendations.
- Presents information regarding prevention programs to internal and external groups, promoting collaboration and engagement in program initiatives.
- Delivers training and guidance to departmental and contracted staff on prevention services, program activities, and outcomes.
- Performs monitoring of prevention contracts and actively participates in prevention certification reviews.
- Works with planning committee and Missouri Behavioral Health Council to implement annual prevention conference.
- Drafts and revises prevention provider contracts through the department’s contract portal.
- Prepares and submits reports to key stakeholders.
- Approves, processes, and tracks monthly contracted prevention provider invoices; tracks monthly spending.
- Other duties as assigned.
Eligibility: A Bachelor’s degree in a health-related discipline (i.e., Public Health, Psychology, Community Psychology, Human Development) AND 3 - 5 years of relevant experience (substitutions may be allowed). Professional experience working in the field of prevention or public health is preferred. Education or experience may be substituted as applicable.

Required skills: Applicants must be highly organized and capable of successfully managing multiple work priorities and deadlines. The applicant must have the ability to anticipate and mitigate risks, and the capacity to deliver high-impact outcomes under indirect supervision. This position requires existing knowledge of expertise around substance use prevention strategies or the ability and willingness to develop expertise in this area. Professional oral and written communication skills and intermediate Microsoft Excel skills are essential for this position. Sound judgement and strong critical thinking skills are needed to be successful in this role. The applicant must have the ability to follow established guidelines, interpret and follow state statutes, and follow grant requirements. The ideal candidate must have the ability to collaborate with others and work as a team player.
