    Los Angeles County is under a Department of Justice Consent Decree to improve conditions and mental health care in County jails, as well as supporting justice-involved populations post-release. We are looking for qualified and passionate individuals to help us in the mission of providing a range of services both in the jail and community.     The Los Angeles County Department of Health Services (DHS) is seeking qualified candidates to fill emergency Senior Clerk vacancies related to the DOJ Consent Decree.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Senior Clerk.

    Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

    DEFINITION:
    Performs highly-specialized clerical duties.

    CLASSIFICATION STANDARDS:
    Positions allocable to this class typically report to a clerical supervisor or higher and perform highly-specialized clerical duties requiring specialized knowledge of a particular function. Performance of assigned duties requires initiative and independent judgment within procedural and policy limits, and incumbents work with only general direction. Incumbents may lead the work of personnel performing clerical support tasks in a small unit.

    Essential Job Functions

    Answers questions that require searching for and abstracting technical data; provides detailed explanations of laws, policies, and procedures; reviews non-routine applications, calculates and collects variable fees and other amounts due; and,refers unusual inquiries to his immediate supervisor.
    Reviews documents for accuracy,validity, and compliance with legal or otherrequirements where the application of highly-specialized knowledge and the resolution of debatable points are required.

    Calculates values, fees, etc., using highly-specialized knowledge of policies and procedures for document recording, property assessment, and tax collection.

    Reviews, records, and maintains time records for employees in a given organizational segment of a County department.

    Provides interpretations of County codes, policies and MOU provisions related to payroll where a highly-specialized knowledge of payroll timekeeping practices and application is essential; the more complex interpretations are made by higher-level payroll staff.

    Reviews the work of others for accuracy and conformity to established procedures.

    Prepares correspondence and reports requiring the application of highly-specialized knowledge and discrimination in the selection of data, or interpretation of laws, rules,policiesand procedures.

    Operates office machines such as computers or terminals, copiers, scanners, or calculators incidental to the performance of duties.

    Indexes and cross-references records and files.

    Sorts, arranges and files documents; retrieves and issues filed materials.

    Lead a small section or unit with responsibility for assigning and coordinating work performed as needed.

    Requirements

    MINIMUM REQUIREMENTS:
    Three (3) years ofoffice clerical experience, one year of which must have been in a specialized capacity.*

    LICENSE:
    A valid California Class "C" Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.


    PHYSICAL CLASS II - Light :
    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIALTY REQUIREMENTS INFORMATION:
    *Specialized clerical capacity means experience performing specialized clerical duties in a defined subject matter area with continuing responsibility for projects, questions, or problems that arise within an area of a program or functional specialty. This requires knowledge of rules, regulations, and other guidelines relating to completing assignments in the program area assigned.
