    The Los Angeles (LA) County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are in search of qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Department of Economic Opportunity (DEO) is seeking qualified candidates to fill a Human Services Administrator III (HSA III), Capital Access vacancy.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to HSA III.

    Essential Job Functions

    Plans, organizes, assigns, directs, and evaluates, through subordinate administrators, the work of district or regional staff including administrative functions such as the development and preparation of statistical and other reports.

    Plans, organizes, assigns, directs, and monitors work activities, through subordinate administrators, to ensure established quality service standards are maintained.

    Directs and participates in studies to determine the effectiveness of aid or service programs and the need for modification in program policies and procedures.

    Directs and participates in the analysis of proposed legislation which affects departmental programs.

    Directs and participates in the analysis and interpretation of Federal and State regulations regarding aid or service programs, and the preparation of directives and instructions to implement changes in policies and procedures dictated by these regulations.

    Interprets departmental policies and programs to other agencies, the news media, and community groups. Promotes a public relations program within the districts or regions to develop service resources and to gain community support; may direct a departmental community liaison program.

    Directs community workshops and participates as a member of community task groups, committees, and boards in order to promote departmental goals, objectives and services.

    Requirements

    Minimum requirements:

    Three years of confirmed experience in an *administrative, **management, or ***highly responsible ****staff capacity at the level of *****HSA I or higher.
    You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

    Specialty requirements:

    *Administrative capacity is defined as experience in assignments analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.
    **Management Capacity is defined as the formulation and execution of policies in the operation of major segments for the mission of the organization. Accountable for setting organizational policies and objectives, developing and approving the course of action for the organization, and controlling the organization through supervision of subordinates who direct various units.
    ***Highly Responsible is defined as staff experience at the senior level with extensive knowledge of program related area, processes and procedures, and experience in a specific subject matter.
    ****Staff capacity is defined as work that includes assisting and supporting administration by doing research, analysis, and making recommendation to line managers on matters such as, utilization of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing work objectives.
    *****Human Services Administrator I is defined as experience in directing the provision of income maintenance or social services in a geographical area, for supervising a social service program unit, or for performing highly specialized staff functions.

    Experience is evaluated on the basis of a verifiable 40-hour week. Prorated part-time experience will be accepted. Include the number of hours worked per week for each position.

    DESIRABLE KNOWLEDGE AND SKILLS:
    • A master’s degree and/or a baccalaureate degree from an accredited college with a major in business administration, economics, finance, mathematics and statistics, or political science, or a related field.
    • Experience working for or with Community Development Financial Institutions or other relevant financing organizations.
    • Experience and knowledge with small business lending and small business development.
    • Experience in the financial inclusion, access to capital, and economic development field program's and/or policy's
    • Strong analytical skills and ability to evaluate financial statements.
    • Proven track record of delivering results in a fast-paced, demanding work environment.
    • Experience using customer relationship management tools or other database systems in order to track and manage services and outcomes desired.
    • Experience understanding of local government regulations and funding sources.


    LICENSE:

    A valid California Class C Driver License or the ability to apply an alternative method of transportation when needed to carry out job-related essential functions.
    Physical class II - light:
    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
