    Essential Job Functions

    A Capital Projects Management Associate, PW is responsible for performing a combination of the following essential job functions:

    • Manages the programming, design, construction, and post-construction of County capital projects of small to medium size by controlling all aspects cost and schedule, and through the resolution of issues that pertain to successful project delivery.
    • Acts as the immediately responsible contact for capital projects involving buildings and infrastructure projects
    • Develops, manages, and updates detailed total projects cost estimates and project schedules and exerts cost and schedule control during all phases of project delivery.
    • Coordinates the project related activities of tenant departments and other project stakeholders as needed to ensure successful delivery of the projects within cost and schedule limitations.
    • Assists a Capital Projects Manager, PW or a higher-level manager in the coordination of larger and more complex projects.
    • Identifies potential problem areas in advance and takes corrective action or notifies competent authority as necessary.
    • Coordinates and manages the procurement of professional consultant proposals.
    • Reviews change in program plans requested by client departments and provides advice on budget and schedule implications.
    • Coordinates and monitors construction inspections and makes periodic design or construction progress reviews and reports.
    • Approves, with limited authority, change orders and recommends disposition on large changes to work.
    • Reviews plans and performs monitoring of current and approved capital projects budgets and makes recommendation for adjustments.


    Requirements

    SELECTION REQUIREMENTS:
    Graduation from an accredited college with a Bachelor's degree* in Architecture, Landscape Architecture, Construction Management, Construction Technology, Civil Engineering, Mechanical Engineering, Electrical Engineering, or a closely related field -AND- either:

    Option I: Two years of project management experience at the level of County of Los Angeles class of Capital Projects Management Assistant, Public Works**;

    - OR -

    Option II: Three years of experience in project planning and development, systems development , resource management, budget maintenance and control, schedule management and control, design, and construction of building and/or infrastructure projects.

    LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    OTHER REQUIREMENTS:
    A valid Certificate of Registration as a Civil Engineer, Electrical Engineer, Mechanical Engineer, Structural Engineer, Architect, or Landscape Architect obtained from the United States is required -OR- A valid certification by the Construction Management Association of America as a certified construction manager is required.

    PHYSICAL EXPECTATIONS:
    Physical Class II - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION:

    *In order to receive credit for the required degree/coursework, you must include a legible copy of the transcripts, or letter from the accredited institution which shows the area of specialization, at the time of filing or within five (5) business days from filing. Unofficial transcripts are acceptable; however official transcripts will be required at the time of appointment. Applications received without evidence of the required degree will not be accepted as meeting the stated requirements.

    ** Experience at the level of County of Los Angeles class of Capital Projects Management Assistant, Public Works is defined as: assists in the performance of detailed staff work related to the planning, development, management, and coordination of County facility or capital projects in the Department of Public Works.

    Applicants MUST attach a copy of a valid Certificate of Registration as a Civil Engineer, Electrical Engineer, Mechanical Engineer, Structural Engineer, Architect, or Landscape Architect obtained from the United States -OR- A valid certification by the Construction Management Association of America as a certified construction manager with their application or within five (5) business days from filing. Applications submitted without the required certificate will be rejected as incomplete.

    Additional Information

    EXAM CONTENT:
    The exam consists of two (2) parts:

    Part I: A multiple choice and/or simulation test, weighted 70%, assessing Professional Potential, Achievement, Coping with Uncertainty, Responsibility, Working to High Quality Standards, Willingness to Learn, Working Relationships, Analyzing Information, Learning Quickly, Generating New Ideas, Using Time Efficiently, Adapting to Change, and Deductive Reasoning.

    MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

    Part II: A Training and Experience evaluation, weighted 30%, assessing competencies gained in the following areas:
    • Experience managing the project budget for building and/or infrastructure projects
    • Experience managing contracts for building and/or infrastructure projects
    • Experience managing the delivery of vertical building and/or infrastructure projects
    • Experience in various engineering activities
    • Experience reviewing and interpreting engineering plans

    ELIGIBILITY INFORMATION: The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
