    This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Library. The anticipated life of the employment list is six months.     Current vacancy is with the Tulare County Library located in possible assignments at any of the Library’s locations in Alpaugh, Earlimart, Lindsay, Pixley, Springville, Strathmore, Terra Bella, and Tipton. The anticipated life of the list is six months.

    Typical Duties

    Duties include but are not limited to the following: Provide high quality customer service to the general public in person, online, and over the phone; perform work alone or with others depending on project or location; perform a wide variety of specialized and general clerical duties related to assigned functional area; perform library circulation duties including checking materials in and out and answering basic reference questions; collect fees, make change, use a cash register, and prepare deposits; perform data processing primarily to issue, receive, and process library cards; assist the public in the use of the library and library technology; provide information on Department policies and procedures as required; perform a variety of supportive office functions including receiving, sorting, and distributing incoming and outgoing correspondence; perform data processing primarily to issue, receive, and process library cards; organize, handle, and distribute books, library materials, supplies, and other items; provide library services assisting patrons in the use of collections and resources in a branch or other location working alone or with others; maintain confidentiality of library patron information obtained in the course of work; perform routine office equipment, building maintenance, and safety checks; plan work and suggest changes in procedures to improve operations; provide functional or technical supervision and training to staff and volunteers; provide programs and presentations to children and adults; undertake and complete a variety of projects requiring independent judgment and initiative; proofread and process a variety of information; create written general correspondence, memos, and statistical reports; drive the library van or own vehicle to support services and book machines; substitute at branches both short and long term, at times with same day notice; perform related duties as assigned; operate a variety of office equipment and tools, including computers; in addition Level III Supervise functional or technical training for staff and volunteers; supervise, evaluate, and schedule staff and volunteers; coordinate group visits to the branch; plan, prepare, and provide programs and presentations to children and adults; undertake and complete a variety of projects requiring independent judgment and initiative; contact and maintain relationships with local community groups and schools; assist with interviews of job candidates; Essential job duties may be assigned that are not listed above but are relative to this job classification.     Minimum Qualifications

    MINIMUM QUALIFICATIONS

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education/Experience: Equivalent to completion of the twelfth grade. In addition to the education requirement, the Level II: One (1) year experience in a customer or library services position assisting customers or patrons; Level III: Three (3) years of a combination of customer and library services experience or two (2) years at a level equivalent to Library Assistant II in the County of Tulare.

    Knowledge of: Level II: English language usage, spelling, grammar, and punctuation; basic office procedures and clerical functions, including alphabetical and numerical filing systems such as the Dewey Decimal System; basic math functions including fractions, decimals, and percentages; customer services practices; library practices and procedures; basic office software, computers, and equipment; basic research methods; in addition Level III: Library integrated systems software, online resources, and other technology tools specific to libraries; office equipment, computers, and software, including email, word processing, spreadsheets, etc; basic supervision; outreach methods; storytelling and library programming; general library collections, genres, classifications, and catalogs.

    Skill/Ability to : Level II: Communicate verbally with people of various ages, educational, socioeconomic, and ethnic backgrounds in a patient, tactful, and courteous manner; operate standard office equipment, computers, and software; prepare and proofread a variety of written work; write clear, concise, grammatically correct letters and memos; give and follow verbal and written instructions; establish rapport and effective working relationships with staff and the public; train and instruct library patrons and staff in the use of the library, including library practices, policies, and procedures; read and understand technical and general printed material; perform work with accuracy and attention to detail; recognize and maintain confidentiality of information in compliance with laws and department regulations; organize work and set priorities; remain flexible and tolerant to changes in workloads and stress of meeting deadlines; work independently and collaborate as part of a team; correctly interpret information and take appropriate action; analyze and correct operational, procedural, and programmatic problems encountered in the course of work; supervise the daily operations a branch alone or with others; drive a county vehicle or own vehicle to support services and book machines, even with same day notice; lift, push, and pull up to 50 lbs.; type at a minimum speed of 25 words per minute; in addition Level III: Schedule staff, program, and volunteers; assist in the selection of materials for reader's interests and abilities; coordinate work with other individuals and departments; speak in public to provide programs and promote the library; create promotional materials for the library, including displays and posters.

    DESIRABLE EMPLOYMENT STANDARDS

    Knowledge of: Level III: Local community resources; library Systems and Networking as a means of obtaining resources not available locally; location and types of information available from various government agencies; library collections; Microsoft Windows and Office Suite or Office 365; library use of social media and virtual service platforms.

    Skill/Ability to : Level II and III Speak Spanish, Hmong, Mein, Lahu, or Lao; use Library integrated library systems software; use and become familiar with managing social media and virtual service platforms.

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

    Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, andlife).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
