The PositionThe Planning, Building, and Environmental Services (PBES) department partners with the community to promote the health, safety, and sustainability of Napa County by providing a range of development services while balancing agricultural, environmental, and economic vitality. PBES is comprised of nine divisions: Planning, Building, Engineering & Conservation, Environmental Health, Natural Resources, Code Compliance, Parks, Administrative and Technical Support. About the Position Our Engineering Divisionis responsible for the processing of a variety of ministerial and discretionary permits related to private land development proposals, ensuring compliance with grading and drainage standards, road and street standards and storm water and floodplain management requirements. Division staff implement the National Pollution Discharge Elimination Systems (NPDES), National Flood Insurance Program (NFIP), and the Phase II (MS4) Program. The Engineering Division is also responsible for floodplain management resources, and infrastructure, and Napa County Roads and Streets Standards
The Assistant Engineer is the journey-level class in this flexibly staffed professional engineering job series. An incumbent in the Assistant Engineer class is expected to use judgment and initiative in developing and completing work assignments related to land development.
The Associate Engineer is the advanced journey-level class in this flexibly staffed professional engineering job series. An incumbent in this class serves as a technical expert in his/her engineering specialty and performs a variety of engineering assignments ranging in difficulty related to land development.

This recruitment is being conducted to fill one full-time vacancy which may be filled at the Assistant Engineer or Associate Engineer level depending on qualifications. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.
Scheduled salary increases and Winter Time Off (WTO):
- 3.5% COLA increase effective 7/01/25
- 3.5% COLA increase effective 7/01/26
- 32.0 hours of paid Winter Time Off (WTO)
Position Requirements Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Assistant Engineer ($54.14 - $64.82/hour) - Experience: One year of professional-level civil or mechanical engineering experience.
- Education: Equivalent to graduation from an accredited college or university with a bachelor's degree in civil or mechanical engineering.
- License or Certificate*:
- Possession of a valid certificate of registration as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers or any other state Board of Registration for Professional Engineers whose Engineer-in-Training certificate is accepted by the California State Board as being an equivalent certificate .
- Possession of a valid California Driver's License.
Associate Engineer ($60.01 - $71.99/hour) - Experience: Three years of professional-level civil or mechanical engineering experience.
- Education: Equivalent to graduation from an accredited college or university with a bachelor's degree in civil or mechanical engineering.
- License or Certificate*:
- A valid certificate of registration as a civil engineer issued by the California State Board of Professional Engineers is a minimum requirement. Upon initial hire, the possession of a valid certificate of registration as a civil engineer issued by another state outside of California shall be acceptable; however, a valid certificate of registration as a civil engineer issued by the California State Board of Professional Engineers must be obtained within 9 months of hire date (or probationary employment shall be summarily terminated for failure to meet minimum job qualifications).
- Possession of a valid California Driver's License.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
