    Taxpayer Billing & Collections Manager

    Billing, Collections, & Accounting Manager

    (FISCAL MANAGER)

    OPEN TO THE PUBLIC
    This recruitment is open to the public and is being held to establish an eligible list to fill current and future Fiscal Manager vacancies within the Treasurer-Tax Collector. This recruitment may also be used to fill positions in similar and/or lower classifications.

    TREASURER-TAX COLLECTOR
    The mission of the Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, and investment of public funds. Our vision is to implement best business practices which maximize value, minimize costs, and provide timely, accurate, and courteous service to our internal and external customers. To accomplish our mission and vision, we will invest public funds in a manner that provides maximum security of principal and maintains the public trust; maintain sufficient liquidity to enable participants to meet their operating cash requirements; obtain a stable market rate of return throughout budgetary and economic cycles; provide timely, cost-effective, accurate and courteous customer service; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and, streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. The Treasurer-Tax Collector has an annual operating budget of $18 million with approximately 70 employees. The Treasurer also is an ex-officio trustee on the Orange County Employees Retirement System managing over $23 billion and the banker for the community and school districts in Orange County.

    THE OPPORTUNITIES
    The Taxpayer Billing & Collections Manager under the direction of the Division Director of Tax Collections & Administrative Services, will be responsible for managing a wide variety of billing, collections, and related accounting activities through the direct supervision of two (2) subordinate supervisors.

    Responsibilities of the Taxpayer Billing & Collections Manager may include, but are not limited to:
    • Collections for Secured and Unsecured delinquent property taxes.
    • Billing and collections for Secured and Unsecured property taxes.
    • Submitting County delinquent accounts to the State as part of the State Interagency Intercept Collections Program.
    • Call Center Operations.
    • Preparing management and statistical reports.
    • Assisting staff on difficult billings and disputes on customer/taxpayer accounts.
    • Overseeing claims processing, including all bankruptcy claims.
    • Overseeing the auction of tax-defaulted properties. Ensuring all statutory notifications are published and compliance with state laws are followed for all properties that are subject to the Treasurer’s power to sell.
    • Overseeing collection actions, including bank account seizures and small claims court judgments.
    • Recommending and developing unit policies and procedures.
    • Developing & monitoring internal controls required to provide the highest levels of operational integrity and safeguard of public funds.


    The Billing, Collections & Accounting Manager under the direction of the Division Director of Tax Collections & Administrative Services, will be responsible for managing a wide variety of billing, collections, and related accounting activities through the direct supervision of three (3) subordinate supervisors.

    Responsibilities of the Billing, Collections & Accounting Manager may include, but are not limited to:
    • Billing, collections and payments for Accounts Receivable.
    • Billing, collections and payments for Central Collections.
    • Reviewing and approving departmental invoices for goods and services received.
    • Reviewing and approving general ledger account reconciliations.
    • Submitting County delinquent accounts to the State as part of the State Interagency Intercept Collections Program.
    • Preparing management and statistical reports.
    • Assisting staff on difficult billings and disputes on customer/taxpayer accounts.
    • Overseeing collection actions, including bank account seizures and small claims court judgments.
    • Recommending and developing unit policies and procedures.


    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

    The ideal applicant will be an accounting professional with five (5) years of experience in an accounting, billing and collections setting. This experience must include a total of two (2) years of supervisory/management experience and three (3) year spent working directly in a government billing and collections environment. The successful candidate will be a self-starter who is able to work independently, has strong supervisory skills, and has experience implementing business billing and collection best practices.

    In addition, the ideal candidate will also possess some or all of the following competencies:

    Technical Experience | Technical Knowledge
    • Experience in Call Center management - monitoring call center performance metrics (e.g., call abandonment, service levels, and call quality) and analyzing data to identify trends and areas of improvement.
    • Experience in billing and collection processes in a public agency, commercial bank, utility, or corporate environment.
    • Experience applying and enforcing policies and procedures as it relates to collections.
    • Experience with enforcement actions such as bank account seizures and small claims court judgment.
    • Experience with the entire billing cycle from invoicing, postings and cashiering, through customer service and collection calls.
    • Experience documenting accounts in a clear concise manner.
    • Strong accounting, notation and internal control skills., including those related to account reconciliations and accounts payable.
    • Strong experience using Microsoft Office (Outlook, Word, and Excel) and commonly used accounting related software programs.
    • Thorough knowledge of California Revenue and Taxation Codes, Government Code, Franchise Tax Board (FTB) Interagency Intercept Collections Program, and the Fair Credit Reporting Act.
    • General knowledge of laws regarding bank account seizures and California Small Claims Court Procedures, court judgments, and Bankruptcy Law.

    Customer Service
    • Skilled in deescalating situations and responding professionally to upset customers, ensuring a positive and constructive resolution..
    • Effectively manages customer disputes with efficiency and appropriateness, achieving amicable resolutions that align with department policies. Ability to keep customers up to date with current and accurate information.
    • Ability to develop and implement process improvements to increase customer satisfaction and operational efficiency.

    Leadership and Supervision
    • Demonstrates leadership ability and experience in resolving conflicts, grievances, confrontations, or disagreements in a constructive manner to minimize negative team impact.
    • Provides administrative oversight and evaluates employee work performance.
    • Provides resources and support to staff to ensure that key strategies and the organization's goals are successfully met.
    • Develops staff through training and organizational career development opportunities.

    Communication and Customer Orientation
    • Demonstrates strong written communication skills, utilizing correct grammar, punctuation, and spelling to produce clear and professional content tailored to the intended audience. Exhibits effective oral communication skills and utilizes appropriate body language that is suitable to customers and situations.
    • Proactively gathers information from diverse sources and effectively disseminates it through various channels.
    • Effective at communicating with various levels including staff, supervisors, and upper-level management.

    Organization and Planning
    • Prioritizes work to meet established deadlines.
    • Works independently and manages time wisely.
    • Possesses the ability to use software systems to organize and keep track of information.
    • Possesses the ability to correctly identify available resources and organize them for optimal results.
    • Demonstrates strong attention to detail and consistently follows up with staff and customers to ensure accuracy and satisfaction.

    Problem Solving and Analysis
    • Proactively identifies issues, assesses their impacts, and presents effective solutions to management.
    • Conducts research and implements strategies to enhance team processes, ensuring improved effectiveness, efficiency, and qualify of service for all customers.

    RECRUITMENT PROCESS
    Human Resource Services (HRS) will screen all application materials to identify qualified candidates based on the minimum and desirable qualifications.     Structured Oral Interview (Weighted 100%)
    Candidates will be interviewed and rated by a panel of subject matter experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

    Eligible List
    Once the assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
