    The City of Irvine seeks an experienced professional looking to join the Risk Management and Employee & Labor Relations team as a Human Resources Analyst I/II. The Analyst will actively engage and lead various programs including the workers' compensation program and claims administration.

    Depending on candidate qualifications, this vacancy may be filled at either of the following levels:
    • Human Resources Analyst I (C) - $74,776.00 - $117,582.40 Annually
    • Human Resources Analyst II (C) - $84,115.20 - $132,225.60 Annually
    This recruitment will establish a new Human Resources Analyst I/II eligibility list for future vacancies at this or a lower classification. The list may also be used to fill vacancies in other areas of Human Resources.

    Your Impact
    Workers' Compensation Program and Claims Administration
    • Investigate claims to determine compensability and ensure appropriate provision of statutory benefits.
    • Perform root cause analysis to determine appropriate follow-up and/or mitigation strategies for loss prevention purposes.
    • Partner with medical providers to ensure effective medical management and delivery of high quality medical services.
    • Manage third-party administrator performance.
    • Manage citywide early return to work program; act in a consulting role to problem-solve with HR Business Partners or HR Liaisons in order to minimize department lost time costs.
    • Analyze claims data to identify trends and create appropriate action plans to address; prepare management reports outlining program results.
    • Provide analysis and recommendations related to statutory changes and ensure the city's compliance to all applicable laws.
    Disability Management
    • Facilitate the disability interactive process, and document appropriately to ensure compliance with Americans with Disabilities Act (ADA) / Fair Employment and Housing Act (FEHA) regulations.
    • Evaluate disability-related medical information and its impact on employees' ability to perform essential functions of their jobs.
    • Provide guidance, recommendations, and analysis to city departments in the management of disability-related matters.
    • Evaluate potential accommodations for reasonableness; draft accommodation plans to document the parameters of formal accommodations.
    • Work with legal counsel to evaluate the city's obligations under ADA/FEHA in a variety of scenarios.
    • Provide analysis and recommendations related to ADA/FEHA regulations to ensure the city's compliance to all applicable laws.
    Leave Management
    • Provide oversight of statutory leaves, including Family Medical Leave Act (FMLA) , California Family Rights Act (CFRA) , and Pregnancy Disability Leave (PDL).
    • Act as a subject matter expert on city policies and practices related to all statutory leaves.
    • Maintain current knowledge of statutory leave laws, and provide analysis and recommendations regarding changes to such laws and/or regulations.
    • Draft and edit policies related to statutory leaves, and the management of leaves under the city's rules.
    • Meet with employees to explain leave processes, rights, and obligations.

    • Well-rounded and proven experience in the areas outlined above.
    • Excellent verbal and written communication skills.
    • Well versed in the laws and regulations associated with risk management, including workers' compensation laws, HIPAA, COBRA, ADA, FEHA, FMLA, CFRA, CalPERS, and PEPRA.
    • Ability to successfully balance the technical aspects of the position while demonstrating superior interpersonal skills is critical to the position.
    • Ability to quickly establish credibility through strong relationship building and communication skills while working with a variety of individuals at all levels of the organization.
    • Convey a commitment to providing excellent customer service and working collaboratively with others.
    • Strong project management and problem solving skills, as well as the ability to work independently and multi-task in a fast-paced environment.
    • Exhibit a focus on the big picture and a keen understanding of how areas of responsibility impact and advance the goals of the organization.
    Minimum Qualifications
    • Bachelor's degree in Personnel Management, Human Resources, Public Administration or a related field.
    • One year of municipal management experience in a human resources function.
    • Any combination of education and experience that provides equivalent knowledge, skills and abilities.
    • May require possession of or ability to obtain a valid California driver license.

    Desirable Qualifications:
    Experience and education directly related to workers' compensation, disability management and/or leave management. .
    Master Degree in Public Administration or related field is highly desired.
