    The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     Internal Services Department (ISD) is seeking qualified candidates to fill emergency Purchasing & Contracts Analyst I vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    Before the end of your initial work period, you will be assessed on your work performance.

    This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Purchasing & Contracts Analyst I.

    The Opportunity


    The Purchasing & Contracts Analyst I works under the direction and guidance of a more senior level purchasing and contracts analyst and performs routine acquisitions of specified equipment supplies or services and participates to increasing degrees in more complex acquisitions and longer-term contracts and agreements for multiple purchases. Reviews requisitions, determines the appropriate informal or formal bid process, identifies sources, prepares solicitation and contract documents using standard terms and conditions and makes awards based on simple bid price comparison. The incumbent practices generally accepted purchasing and contracting principles in the context of County policies, procedures and legal requirements.

    Essential Job Functions

    Prepares routine solicitation and contract documents, including Request for Quotations (RFQs), Request for Bid (RFBs) and specifications.

    Assists more senior level purchasing and contracts analysts in preparing Requests for Bids (RFBs), Requests for Proposals (RFPs), etc.; works with user departments to define and establish contract specifications and statements of work.

    Reviews and evaluates vendor bid responses and issues purchase orders and/or contracts; incorporates applicable standard terms and conditions for purchase agreements and contract awards to ensure protection of County interests, best price, and compliance with agreement requirements.

    Recommends County procurement standards, delegated purchasing authority requirements and emergency purchase procedures.

    Assists more senior analysts with highly complex acquisitions and developing master agreements and contracts, including formulating schedules, designing forms or exhibits, preparing flowcharts, or other tasks, as assigned.

    Monitors, administers and/or audits routine agreements and contracts for the County, ensuring compliance with terms and conditions and pricing, and ensuring accuracy and timely performance of contracted work and cost compliance.

    Compiles data gathered from a variety of sources, including the County’s enterprise purchasing and procurement systems, generates and analyzes reports and makes strategic purchasing recommendations.

    Identifies opportunities to improve the quality, efficiency, and effectiveness of Section services or acquisition process.

    Resolves contractual issues or problems with vendors on behalf of user departments and project teams.

    Clarifies and resolves interpretation differences of routine contract performance issues or terms and conditions with vendors.

    Assists customer departments in understanding and interpreting existing agreements.

    Requirements

    MINIMUM REQUIREMENTS:
    Option I: Bachelor's Degree or higher from an accredited college or university.*

    -OR-

    Option II: Three years of purchasing and/or contracts experience in a competitive bid environment involving the acquisition of equipment, supplies, and services.
    -And-
    Certified as one of the following:

    Accredited Purchasing Practitioner (APP) by the Institute for Supply Management (ISM)

    Certified Purchasing Manager (CPM) by the Institute for Supply Management (ISM)

    Certified Professional in Supply Management (CPSM) by the Institute of Supply Management (ISM)

    Certified Public Purchasing Buyer (CPPB) by the Universal Public Purchasing Certification Council (UPPCC)

    Certified Public Purchasing Officer (CPPO) by the Universal Public Purchasing Certification Council (UPPCC)

    If you qualify under Option II, you must POSSESS and CLEARLY EXPRESS detailed years of experience performing relevant duties related to the requirements above within your online job application and supplemental questionnaire.

    LICENSE:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL EXPECTATION:
    2 - Light. This class requires light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Before the end of your initial work assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.

    Special Information:
    Appointees will be required to work a Monday through Friday 5/40 work schedule.
