Job Description

The City is seeking a Public Services Administrator (PSAA), a role that is equivalent to that of an Assistant City Manager in many organizations. Reporting directly to the City Administrator, the PSAA leads a team responsible for public works, solid waste management, systems planning (including stormwater, utilities, and engineering), transportation, and economic development review. The PSAA also manages the operations of wastewater and drinking water treatment plants, and ensures compliance with stringent state and federal water quality standards. A key focus of this role is maintaining and improving water quality, with particular attention to drinking water safety, wastewater treatment, and sustainable water resource management.

Job Requirements

Qualified candidates must hold a bachelor’s degree in public or business administration or a related field from an accredited college or university, master’s degree preferred, and a minimum of seven (7) years of senior level, professional management experience in public services field, preferably in state or local government, with experience in a union environment. The city will consider an alternative combination of formal education and work experience.

In addition, highly qualified candidates will have an advanced understanding of multiple areas, such as water quality and utility operations, including drinking water and wastewater compliance; multi-modal transportation issues, with a focus on Vision Zero planning, bicycle facilities, and pedestrian safety; solid waste management in urban settings; and improving efficiencies in civil engineering review for land development.
