Classification Paralegal Position Information The California State University, Office of the Chancellor, is seeking a Paralegal - Civil Rights to be responsible for assisting Office of General Counsel civil rights attorneys in their professional work involving the full range of legal issues confronting the CSU. This position is focused on federal and state anti-discrimination laws such as Title IX, sexual harassment, sexual misconduct, protected status discrimination, harassment and retaliation. The incumbent will be expected to develop subject matter expertise and contribute to the mission of the CSU. Responsibilities Under the general direction of the Paralegal Supervisor , the Paralegal - Civil Rights will: -Assist the Civil Rights University Counsels in their efforts to provide legal services to the Chancellor’s Office and throughout the CSU system. -Assist Office of General Counsel attorneys with various specialty areas within the office -- e.g., Public Records Act requests, Title IX, subpoena review, small claims court filing and appearances and database management. -Provide paralegal support for appeals, hearings, arbitrations and trials. This includes preparing materials, exhibits and filings with the proper agency. -Knowledge of Federal, State and local rules, including but not limited to court calendaring and e-filing/e-service. -Respond or coordinate CSU’s response to civil rights-related Public Act Requests, and coordinate or assist campuses in their responses. -Manage and maintain relevant databases. -Conduct research, draft documents, assist with gathering, organizing, and analyzing documents and other information, prepare charts, reports, graphs, summaries, and PowerPoint presentations, and respond to various requests. Maintain knowledge of applicable federal, state, and local laws. -Develop expertise areas related to gender/sex and other protected status Civil Rights, including nondiscrimination, harassment and retaliation laws, policies, best practices, strategies, resources, initiatives, and compliance. -Interact with various constituents within the Office of General Counsel, CSU, and the public. -Work with, delegate assignments, and provide feedback for support staff. -Other duties as assigned. The civil rights paralegal is a non-exempt employee and is required to work under the supervision of the Paralegal Supervisor, attorneys and the Assistant Vice Chancellor and Chief of Staff with a significant amount of independence. Using their own judgment and knowledge, they are expected to determine the most appropriate approach to the subject assigned and allocate time and resources to the completion of the required work accordingly. The civil rights paralegal reports to the Paralegal Supervisor, who is responsible for their evaluation and jointly supervises their work with the attorneys. They are expected to contribute to the mission of the office and may, from time to time, be asked to assume responsibilities outside of their principal functions. Qualifications This position requires: -The civil rights paralegal is required to have a Bachelor’s degree and a paralegal certificate from an ABA-approved paralegal program. -Minimum seven years of recent and relevant paralegal experience in California. -Litigation experience is required. -Proficiency with Microsoft Office required. -Some travel may be required. Classification Administrator III Position Information The California State University, Office of the Chancellor, is seeking a Director, Business and Finance Administration to support and manage various projects and initiatives for the B&F division. The incumbent will oversee the administrative unit and activities to ensure needs of the EVC/CFO are met. This position will also manage the Board of Trustees (BOT) process for all committees under the B&F division and manage Chief Administrative and Business Officer (CABO) activities. Though the position technically reports to the Chief of Staff, to support administrative team cohesion, this position will also receive direction from the EVC/CFO and the Associate Vice Chancellor for B&F. The position also works closely supporting the System Budget Office and supporting and receiving direction from the CABO chair and leadership group and interacts directly with Board of Trustee (BOT) members involved in B&F committees. The position also interacts directly with other CABO, BOT, and Chancellor’s Officer leaders to address concerns, support onboarding activities, or as needed. Management of Research Opportunities and Proposal Development (30%) -Identify, organize, manage, and facilitate the submission of new interdisciplinary research proposals for faculty teams, including collaborative opportunities with CSU consortia and campuses. -Organize, oversee, and support development of individual and joint funding proposals through effective interactions with all involved parties and provide assistance with proposal development, and high-level guidance. -Identify solicitations and sponsors of possible interest to faculty and the CSU and organize preparatory meetings of faculty and staff in advance of submissions. -Advise faculty on suitability of and approaches to large, multidisciplinary funding opportunities from federal and non-federal sources that capitalize on existing strengths and expertise. Classification Administrator IV Position Information The California State University, Office of the Chancellor, is seeking a Systemwide Senior Director for Civil Rights to ensure consistent policy interpretation and implementation of all Title IX and other civil rights (Title VI/Discrimination, Harassment and Retaliation (DHR)) programming and services across the CSU community. The Systemwide Senior Director for Civil Rights uses outstanding relationship-building and communication skills through a lens of care and compliance to provide oversight, advice, support and direction, subject matter expertise, and guidance to an assigned roster of CSU campuses. The Systemwide Senior Director for Civil Rights serves as a subject-matter expert on programming and services required by Title VI, Title VII, Title IX, VAWA the Violence Against Women Act (VAWA), CA Fair Employment and Housing Act (FEHA), and all applicable federal and state laws and regulations, as well as institutional policies and procedures. Responsibilities Under the general direction of the Associate Vice Chancellor for Civil Rights Programming and Services, the Systemwide Senior Director for Civil Rights will perform duties as outlined below: Campus Oversight and Support -Provide case consultation, oversight and policy guidance to campus Civil Rights (Title IX and DHR) personnel. Participate in case management meetings to ensure that case services are timely, appropriate, impartial, and in compliance with the CSU Policy. -Schedule regular individual check-ins with assigned campuses and establish appropriate cadence of meetings (some in-person, on campus) with each assigned campus using a fluid, needs-based analysis. -At the direction of the Associate Vice Chancellor for Civil Rights Programming and Services, assist with responding to complaints (including overseeing investigations) made against campus presidents, Title IX Coordinators/DHR Administrators and other high-level administrators or otherwise made to the Chancellor or Board of Trustees. -Collaborate with Chancellor’s Office personnel to conduct regularly scheduled campus compliance reviews. -Monitor data management practices for assigned campuses (with support from the Systemwide Data specialist). -Oversee campus Title IX Coordinators’ compliance with CSU complaint process including intake, the provision of supportive measures, investigations, preparation for live hearings and other resolution processes. -Collaborate with assigned campuses in the recruitment, onboarding, and performance reviews of campus Title IX Coordinators/DHR Administrators. Assist campuses during staffing transition in Civil Rights offices. -In collaboration with the Systemwide Director of Prevention and Education and the Office of General Counsel, deliver presentations, training, and resource materials related to Civil Rights programming and services to campus Civil Rights personnel, external consultants (e.g., hearing officers and investigators) and other constituencies (including systemwide affinity and administrator groups). -Effectively utilize combination of remote technology and in-person visits to build meaningful relationships. -Provide timely updates to the Associate Vice Chancellor for Civil Rights Programming and Services on all significant matters, exercising good judgment as to what level of detail is necessary to be communicated and when. -Recommend new practices as appropriate to assigned campuses and facilitate highlighting new and innovative practices for the benefit of other campuses in the system. Chancellor’s Office and Systemwide Duties -Serve as a subject-matter expert to other Systemwide Civil Rights Directors on select (including emerging) topics, as assigned by the Associate Vice Chancellor for Civil Rights Programming and Services. -Assist Associate Vice Chancellor for Civil Rights Programming and Services in connection with preparing reports and responding to audits. -Assist Chancellor’s Office staff responsible for responding to media inquiries and records requests. -Serve on Civil Rights-related committees and work groups charged with developing and revising policy and data management protocols. -Other duties as assigned, including serving on Chancellor’s Office committees and work groups; serving as Title IX Coordinator/DHR Administrator for Chancellor’s Office operations (reporting to the Vice Chancellor for Human Resources). -The position is based in Long Beach, California. Statewide travel is required. The incumbent must reside in California and will be permitted to work for a portion of the work week via a California-based remote work location. Remote work protocols are subject to change, and the incumbent may be required to work in-person on certain dates at management's discretion. Qualifications This position requires: -Master's degree, juris doctor or equivalent combination of education and work experience. Experience in a higher education, judicial, or regulatory compliance setting highly preferred. -Minimum of 5 years of related experience, including extensive experience in Title IX, Title VI, Title VII, Title IX, VAWA, CA FEHA, equity, equal opportunity, and civil rights compliance and programming, including education, prevention, training, policy and practice development and administration, supportive measures, accommodations, investigations, and resolutions related to discrimination and harassment. -Must have demonstrated expertise in implementing compliance requirements through the lens of care. -Demonstrated experience in interacting effectively with members of the community from diverse backgrounds. -Demonstrated working knowledge of federal and state gender/sex antidiscrimination laws, regulations, guidelines, and best practices. -Experience with current Title IX, Title VI, Title VII, VAWA, CA FEHA compliance, and investigations. Investigation and Resolution Management: -Oversee the prompt and effective investigation and resolution of civil rights complaints, compliance reviews, and directed investigations. -Collaborate with campus-level personnel to ensure thorough, fair, and legally sound investigations. Training and Education: -Develop and implement training programs to educate campus staff, faculty, and students on civil rights laws. -Foster a culture of awareness and inclusivity through educational initiatives. Communication Skills: -Communicate complex issues and concepts effectively through superior verbal and written communication skills. -Make oral presentations to individuals or groups to enhance understanding of policies and procedures. Technical Proficiency: -Demonstrate computer proficiency, including Microsoft Office (Outlook, Word, Excel). -Utilize vigilant recordkeeping skills, including proficiency with case management software.
