Wichita Falls, Texas, located in the scenic North Texas Panhandle/Plains region, spans approximately 70 square miles as the county seat of Wichita County. CITY GOVERNMENT
The City of Wichita Falls operates under the Council-Manager form of government. The City Council consists of a Mayor, five district representatives, and one at-large representative with each member of the Council serving three-year terms. The City Council appoints the City Manager, City Attorney, City Clerk, and Municipal Court Judge. The City delivers a comprehensive range of services through an FY 2025 budget of $242 million and with 1,268 full-time employees.
PUBLIC WORKS DEPARTMENT
The Public Works Department consists of several divisions including Engineering, Street Maintenance, Stormwater Utility, Sanitation, Water Supply and Treatment, Water Distribution, Wastewater Collection, Environmental Services, and Wastewater Treatment. The Engineering Division provides engineering and technical support for any property within the City’s Right of Way. Division staff include the Director of Public Works, the Deputy Director of Public Works, the Assistant City Engineer, four Civil Engineers/Project Managers, an Engineering Tech Supervisor, five Drafters, and an Administrative Assistant.
THE POSITION
Under the direction of the Assistant City Engineer, a Civil Engineer for the City of Wichita Falls designs and manages public works infrastructure and public improvement projects. The position manages all aspects of a project throughout the design, bidding, and construction phases and works with considerable independence.
The ideal candidate will be competent at preparing plans, specifications, and estimates for public improvement projects; managing the bidding of projects, including responding to bidder questions, preparing tabulations, evaluating bids and making recommendations; and overseeing the construction of projects, including reviewing submittals, responding to contractor questions, preparing monthly pay applications, and preparing change orders as needed. Other duties include responding to citizen inquiries as well as coordinating with developers, consultants, and other City Departments.
SALARY & BENEFITS
The City of Wichita Falls provides a competitive compensation and benefits package. The salary range for the Civil Engineer position is $70,345 to $105,580, with placement in the range dependent on qualifications and experience. Retirement is provided through the Texas Municipal Retirement System (TMRS). Employees contribute 7% of their salary with a City match of 2:1 plus interest, upon retirement. Employees vest with 10 years of service and are eligible to retire with 25 years of service at any age, or with 10 years of service at age 60.

QUALIFICATIONS
The following are the minimum requirements for the position of Civil Engineer:
Education: Equivalent to a Bachelor's degree from an accredited college or university in civil or environmental engineering or related coursework.
Experience: Minimum of 3 years of related experience preferred.
Licensure: Must be a licensed Professional Engineer (P.E.) in the State of Texas, or able to obtain the licensure within six months of employment.
