Job Description
TPWD MISSION
To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION :
Under the direction of the Trip Ticket Program Leader, the Program Specialist performs routine to complex (journey-level) consultative services and technical assistant work. Responsibilities involve the Trip Ticket Program goals pertaining to the collection and management of commercial fisheries landings data. Promotes stakeholder awareness of the program and secures and maintains support from the industry and the public. Provides coordination in program operation and communication to ensure the accuracy, validity, and timeliness of program data. Recommends procedures and policy enhancements to increase efficiency of program. Coordinates data flow of trip tickets from initial submission by Texas seafood dealers to final upload in the Texas Commercial Landings Database (TCLS). Performs QA/QC on data prior to and after upload into TCLS. Coordinates with industry and department staff to provide technical assistance on program services. Trains staff on use and functionality of program and program equipment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.
Qualifications:
MINIMUM QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a Bachelor's degree OR higher in fisheries biology, marine biology or a closely related field.
Experience :
PS I : No experience required;
PS II : Two years relevant experience;
PS III : Four years relevant experience.
Licensure :
Must possess or be able to obtain, within thirty days of employment, a valid class "C" Texas driver's license.
Note : Retention of position is dependent upon obtaining and maintaining license.
ACCEPTABLE SUBSTITUTIONS :
Experience (PS II and III ONLY) :
A Master's degree from an accredited college or university in fisheries biology, marine biology, or closely related field may substitute for one year of required experience.
A Ph.D. degree from an accredited college or university in fisheries biology, marine biology, or closely related field may substitute for two years of required experience.
PREFERRED QUALIFICATIONS :
Education :
An advanced degree (M.S. or Ph.D.) from an accredited college or university in fisheries biology, marine biology, or closely related field.
Experience :
Experience working with large databases, statistical data analysis software such as SAS, JMP, R (or similar).
Experience in fisheries management or fisheries biology.
Experience with MS Word, Excel, PowerPoint, Access and Outlook and applicable software.
Experience with Texas gulf coast commercial and recreational marine fisheries and ecosystems; experience may have been aboard commercial vessels or in wholesale or retail marine fisheries related enterprises.
Experience with commercial fisheries harvest operations, including fishing methods, gear use, and species captured.
Experience in the identification of commercial marine, estuarine, and freshwater species.
Experience conducting and facilitating user group and stakeholder meetings or public speaking.
Experience reading, writing, and speaking, Spanish, Vietnamese OR any language common to the Texas commercial fishing community.
KNOWLEDGE, SKILLS, AND ABILITIES :
PS I:
Knowledge of biology, ecology and geography of Texas marine ecosystems and their associated fauna and flora.
Knowledge of State, local, and federal rules relating to commercial and recreational fisheries.
PS II, KSAs of PS I, PLUS:
Knowledge of basic marine fisheries management concepts.
PS III, KSAs of PS I-II, PLUS:
Knowledge of advanced marine fisheries management concepts, management techniques, and sampling methods.
Knowledge of complex ecosystem-based principles, statistics, data analysis, and management applications.
PS I:
Skill in using various software and computer programs (Windows, MS Word, MS Excel, MS Access, MS Outlook, Internet applications, and image scanning software.
Skill in using standard office equipment.
Skill in effective communication with staff, the public, fisheries professionals, and commercial and recreational fisheries constituents.
Skill in establishing and maintaining effective work relationships with coworkers and work-related contacts.
PS II, KSAs of PS I, PLUS:
Skill in database management, and QA/QC of data.
Skill in record keeping and data management.
Skill in gathering, processing, and evaluating large amounts of data.

WORKING CONDITIONS :
Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturday, Sunday and holidays as needed.
Required to operate a state vehicle.
Required to travel 15% with possible overnight stays.
Required to adjust to changing schedules.
Required to work overtime as necessary.
Required to perform work in water-based field activities, including work aboard seagoing vessels in the inshore bays and nearshore Gulf of Mexico.
Required to perform work outdoors in extreme temperatures and occasionally adverse weather conditions.
Required to wade in water and deep mud, and walk over rough, uneven, and slippery surfaces or bay bottoms.
Required to lift, push, and pull heavy objects.
Non-smoking work environment in State buildings and vehicles.
