    ASSOCIATE PROJECT MANAGER

    SALARY INFORMATION
    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is being held to establish an open eligible list to fill current and future Associate Project Manager vacancies within OC Public Works. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    OC Public Works provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission is to protect and enrich Orange County communities through sustainable delivery of projects and services.     OC CONSTRUCTION

    OC Construction provides project management and construction management services for projects on OC Public Works' Capital Improvement Program (CIP) and Maintenance Improvement Program (MIP) as well as OC Parks and other County department projects. OC Construction focuses on horizontal projects such as roads, bridges, bikeways, and flood control channels.

    THE OPPORTUNITY

    The Associate Project Manager is the entry level classification in the Project Manager occupational series. The OC Construction Associate Project Manager position is responsible for managing 2 - 4 small to mid-sized projects per year from the Departments 7-Year Maintenance Improvement Program valued at over $45M. This position reviews, plans, and manages design and construction of maintenance projects. Positions may also be assigned to assist with administrative tasks on mid- to large-sized construction projects, such as performing administrative research, drafting policies and procedures, proposing project changes, and coordinating and implementing specific project-related tasks.

    OC Public Works has an exciting opportunity for an Associate Project Manager within our OC Construction - Maintenance Project Management unit. The primary job duties of the OC Construction Associate Project Manager include, but are not limited to, the following:
      ◦ Develop and manage requests for proposal to procure design consultant services.
      ◦ Review and evaluate plans and proposals from design consultants and negotiate contracts.
      ◦ Manage the design and preparation of plans, specifications, and estimates for public works projects.
      ◦ Develop and manage requests for quotes to procure construction contractors.
      ◦ Provide contract administration support during construction of public works projects.
      ◦ Ensure deliverables meet client’s preference, Engineering Department’s standards, regulatory compliance, and permitting requirements.
      ◦ Coordinate and communicate effectively with management, Orange County elected officials and representatives, external agencies, and with the public as necessary.
      ◦ Ability to adapt when emergency or short turnaround projects arise as needed.


    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    The most successful candidates will possess more than two (2) years of direct experience related to project management, construction management, and/or public works contract administration of horizontal road, bridge, flood, bikeway, and park projects. In addition, the most successful candidates will possess a combination of education and experience that demonstrates the core competencies of the position. This includes but is not limited to:

    Technical Knowledge | Experience
      ◦ Knowledge and application of principles of architectural/engineering design and construction practices in multiple disciplines such as architectural, civil, structural, electrical, plumbing, mechanical and heating, ventilating and air conditioning.
      ◦ Ability to prepare and review cost estimations for capital projects, tenant improvements, and maintenance and repair projects.
      ◦ Knowledge of California Public Contracting Code, uniform building codes, Cal-OSHA building construction regulations, Federal, State, and local codes and regulations, and other pertinent safety rules and regulations.
      ◦ Ability to apply Project Management industry standards and practices in the areas of project planning, coordinating, budget management, scheduling, and monitoring.
      ◦ Knowledge and application of construction methods and techniques for wood, steel, masonry, and reinforced concrete buildings.
      ◦ Knowledge and literacy in the use of project management application software.

    Analysis and Problem Solving
      ◦ Ability to understand, interpret and enforce compliance with plans, specifications schedules, and contract provisions.
      ◦ Ability to recognize and anticipate problems of project scope, budget, schedule, and plans and specifications and determine necessary changes.
      ◦ Ability to perform calculations necessary to determine quantities and prepare estimates.
      ◦ Ability to establish and maintain effective working relationships with internal and external staff, contractors, and representatives of other agencies and departments.
      ◦ Ability to research, evaluate, estimate, and accurately interpret and apply technical data and policy information to solve problems and/or make recommendations to management.

    Planning | Organization
      ◦ Plan and organize work effectively to ensure that assignments are on schedule.
      ◦ Complete assignments on time and within budget and policy.
      ◦ Ability to manage multiple projects at one time.
      ◦ Ability to manage changing and competing priorities.

    Active Communication | Writing Skills
      ◦ Initiating documentation to start the Agenda Staff Report process for projects requiring Board of Supervisors approval.
      ◦ Ability to build consensus and negotiate with public and private parties.
      ◦ Ability to present ideas in a clear, logical, and concise manner.
      ◦ Communicate in an effective manner to individuals and/or groups with diverse interests including contractors and departmental representatives.
    Negotiate and manage competitive bidding processes for complex contracts.

    License/Certification
    Possession of a valid California driver’s license, Class C or higher, by date of appointment, which must be maintained throughout employment. MINIMUM QUALIFICATIONS

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
