    CAREER DESCRIPTION

    COUNTY SURVEYOR

    This position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.0% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is open to the public and will establish an open eligible list that will be used to fill current and future County Surveyor vacancies. This recruitment may also be used to fill positions in similar and/or lower classifications within the County of Orange.

    OC PUBLIC WORKS
    OC Public Works (OCPW) provides services on a regional basis to unincorporated areas, cities, and other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability.

    OCPW is a unique County department comprised of ten (10) service areas: Administrative Services; Agricultural Commissioner/Sealer of Weights & Measures; OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance; OC Infrastructure Programs; and OC Operations & Maintenance.

    THE OPPORTUNITY
    The County Surveyor will provide management and supervisory oversight for the Map Checking sub-unit within OC Development Services. This position oversees and manages the map checking surveying program, has budget responsibility, and middle management level responsibilities that include making broad policy decisions and recommendations to the department head or County executive team. This position requires advanced technical and managerial skills to support the technical and professional staff for the County's mapping and surveying needs.

    The incumbent will be responsible for making interpretive decisions regarding the means for executing the goals established by the relevant policy making bodies. Such decisions provide context for the work to be accomplished by staff within the units managed. The County Surveyor will directly supervise management staff and oversee the supervision of non-management staff. The County Surveyor will continually monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload balancing and internal organizational reporting relationships; and identify opportunities for improvement and review with supervisor to implement improvements. The position will also proactively monitor and solicit feedback on services provided to ensure quality customer care, keeping a high level of employee morale and efficiency within the service area.

    Duties and responsibilities may include, but are not limited to:
    • Planning and evaluating department procedures, policies, strategies and goals
    • Maintaining, updating, and ensuring regulatory and procedural compliance for programs and projects; and planning and implementing process improvements
    • Developing, administering, and overseeing large budgets including procurement activities for the surveying department
    • Reviewing and approving budget requests and transactions; researching and analyzing financial information; making resource allocation decisions and recommendations; and ensuring adherence to budgetary and other applicable requirements, policies, and procedures
    • Coordinating with County engineering, public works, and other officials and staff, the public, departments, and/or external agencies
    • Monitoring surveying operations; developing internal and external partnerships; responding to escalated complaints and operational issues
    • Overseeing and conducting performance evaluations, employee development, and hiring, discipline, and termination procedures as well as directly supervising management, professional, paraprofessional, and support staff, as assigned
    • Convening, facilitating, and/or attending meetings, briefings, and presentations with internal departments, commissions, Boards, and/or other external stakeholders; and prepares and makes presentations
    • Reviewing staff prepared work, ensuring plan check comments, map assessment and other technical work has been prepared in accordance with the Subdivision Map Act, Professional Surveyor’s Act, County Subdivision Manual and other pertinent regulations
    • Signing approved subdivision maps and other recordable documents as a licensed Surveyor representing that maps meet the legal requirements that necessary for that application


    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    The ideal candidate will have a valid Professional Land Surveyor’s License issued by the California State Board of Registration for Civil and Professional Engineers or a valid certificate of registration as a Civil Engineer authorized to practice Land Surveying issued by the California State Board of Registration for Civil and Professional Engineers. Possession of a valid California Driver's license, Class C or higher is required.

    In addition, the ideal candidate will possess extensive knowledge and experience in the following core competencies:

    TECHNICAL EXPERIENCE & KNOWLEDGE
    • Subdivision Map Act and Professional Land Surveyor's Act
    • Right-of-Way best practices
    • Survey project management
    • Fundamental understanding of Boundary analysis and topographic mapping
    • Fundamental understanding of AutoCAD Civil 3D applications

    MANAGEMENT AND LEADERSHIP SKILLS
    • Managing and mentoring technical and professional staff
    • Fostering a team atmosphere and collaboration
    • Directing, reviewing and evaluating the performance of department employees
    • Effectively motivating others to promote productivity and efficiency
    • Identifying personnel issues and implementing appropriate action


    COMMUNICATION & COLLABORATION
    • Maintaining effective working relationships with engineers, developers, contractors, and surveyors
    • Expressing project expectations and findings to others in a clear and concise manner
    • Composing, preparing and reviewing complex technical reports and correspondence
    • Engage and collaborate with external partners and professional organizations

    STRATEGIC THINKING
    • Interpreting laws, regulations, policies and providing recommendations on Surveying practices
    • Evaluating available methods for Surveying and recommending improvements
    • Setting priorities and managing multiple projects at a time
    • Assessing new situations not previously faced and make recommendations

    RECRUITMENT PROCESS

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
