    CAREER DESCRIPTION

    Oracle Health EHR Clinical Workflows Manager

    (Technology Services Administrator)

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC

    This recruitment will establish an open eligible list and will be used to fill current and future Technology Services Administrator positions within the Health Care Agency. This eligible list may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    THE AGENCY
    The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.

    THE DEPARTMENT
    HCA Information Technology (IT) Services provides the vision, leadership, direction, and strategic and tactical planning for all agency information technology initiatives. The primary mission of the department is to enable and support all functional service and administrative areas within the agency to meet their respective goals and objectives. This is accomplished via collaboration and partnership with the program areas, by factoring in customer needs in all decisions with a customer-centric focus and ensuring that the individual technology-based objectives of the program areas are aligned with the overall technology roadmap and goals of the Agency.

    THE OPPORTUNITY
    The Oracle Health Electronic Health Record (EHR) Clinical Workflows Manager is responsible for leading the design, implementation, and ongoing support of Oracle Health EHR clinical workflows in support of behavioral and public health programs. This role supervises a team of IT professionals supporting the EHR system and ensures that clinical documentation, assessment tools, and reporting processes meet programmatic, regulatory, and operational needs. The manager serves as a key liaison between clinicians, program liaison teams, office of compliance, program managers, and technical staff to ensure the alignment of technology with service delivery and compliance standards.

    This position will be responsible for the following duties but are not limited to:

    • Direct, build, oversee and approve the configuration of EHR documentation templates using PowerForms, PowerPlans, dynamic documentation, mPages, Cerner Command Language (CCL), and task lists to support evidence-based and policy-aligned workflows
    • Oversee the resolution of system access issues, form errors, documentation gaps, and data entry inconsistencies related to clinical workflows
    • Lead efforts with related program and HCA IT teams to analyze clinical practices across behavioral and public health programs and map them into optimized, standardized EHR workflows
    • Collaborate with reporting and analytics teams to ensure forms and documentation fields are structured to support quality metrics, grant reporting, encounter validation, and operational dashboards
    • Serve as a liaison between frontline behavioral and public health clinicians, program liaison teams, and IT teams to translate clinical needs into system requirements
    • Stay informed on state-level IT and care transformation efforts (e.g., BH-CONNECT, Whole Person Care, Population Health Management) and ensure readiness to align Oracle Health EHR capabilities accordingly
    • Supervise, mentor and guide a team of developers, analysts, database administrators and report writers who handle Oracle Health-based modules, and managing related support, ticket triage, configuration requests, reporting, database management, workflow support, and operational troubleshooting
    • Guide team members to stay current with Oracle Health updates, public and behavioral health standards (e.g., Patient Health Questionnaire-9 (PHQ-9), Child and Adolescent Needs and Strengths (CANS) and Adult Needs and Strengths Assessment (ANSA), CalAIM, Managed Care, Fee-for-Service (FFS), BH-Connect, etc.), and clinical IT best practices


    MINIMUM QUALIFICATIONS & CORE COMPETENCIES
    The ideal candidate will possess professional information technology programs and project operations experience related to optimizing clinical EHR informatics and workflows.

    The ideal candidate will also possess extensive experience and/or knowledge in the following competencies:
    Professional & Technical Expertise l Using Technology
    • Working collaboratively with the program teams, managing the lifecycle of documentation templates, including updates based on regulatory changes, clinician feedback, and usability testing
    • Ensuring that workflows and data capture align with local, state, and federal initiatives and compliance-based reporting needs (e.g., BHSA, Medi-Cal, 42 CFR Part 2, CalREDIE, CalAIM, Managed Care and FFS models of billing, etc.)
    • Ensuring workflows are compliant with HIPAA and sensitive data protections specific to behavioral and public health
    • Embedding tools to support clinical outcomes tracking (e.g., PHQ-9, GAD-7, CANS) and ensuring data flows support evaluation and service planning
    • Maintaining accurate and auditable records of clinical build changes and system configuration rationales using internal repository tools such as GitHub


    Innovative Problem Solving | Delivering Results
    • Working closely with the program liaison teams, ensuring that clinicians have access to intuitive, non-duplicative workflows that support meaningful documentation while minimizing burnout and inefficiencies
    • Coordinating testing of Oracle Health upgrades or build changes affecting documentation, referrals, assessments, or care plans
    • Ensuring that all clinical workflows and related rules and logic are documented in standard operating procedures (SOPs) and knowledgebase articles for internal support and end user reference
    • Working with program training staff to ensure updates to workflows are effectively rolled out and supported


    Leadership | Supervision | Performance Management
    • Supervising, mentoring and guiding a team of developers, analysts, database administrators and report writers
    • Aligning the team's resources to support clinical workflow priorities, user requests, system issues, and enhancement projects
    • Ensuring efficient triaging, prioritization, and resolution of workflow-related tickets, build changes, and break and fix items
    • Leading or contributing to projects to help improve and optimize the system to continually better serve business needs and use of the system


    Collaboration | Stakeholder Engagement
    • Working with internal HCA IT and stakeholder teams to appropriately manage, expand and optimize the build and use of data warehouses to support business needs
    • Representing the clinical IT team on documentation governance committees, quality improvement groups, and cross-departmental initiatives


    Oral & Written Communication
    • Developing and delivering effective written and verbal communication with stakeholders
    • Building rapport and negotiating with vendors and department staff to address and mitigate complex performance challenges
    • Communicating and presenting technical information and materials to diverse audiences of users of varying levels of expertise
