    Job Description

    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    The City maintains a safe drinking water system comprised of approximately 550 miles of pipe including many appurtenances such as valves, hydrants and meters. All employees in the Utilities Operations Division function under the direction of the Operator in Responsible Charge (ORC) and support all functions in all regulated Operating Plans in Utilities. The Utilities Supervisor - Distribution Meter Shop is responsible for supervising the Meter Shop Team in the maintenance, testing, repair and replacement of the water distribution meters and related infrastructure. Work involves coordinating, planning, organizing, supervising, and participating, as necessary, in the activities of a group of laborers and skilled workers. Work is reviewed based on the accomplishment of desired objectives and results.

    Operating Hours are Monday through Thursday from 6:30 a.m. to 5:00 p.m. It is a mandatory requirement of this position to work overtime, take weekend duty and be on call for emergency work such as water breaks, sewer backups and snow removal.Applicants must be able to respond to the City of Westminster Municipal Service Center within 30-45 minutes when on call, including in inclement weather. This is a safety sensitive position subject to federally mandated random drug and alcohol testing.

    The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    1. Must be familiar with all aspects of snow and ice control and able to perform snow-fighting duties

    Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City’s discretion.

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses and Certifications
    Required :
    • Graduation from high school or GED
    • Five (5) years of experience in the installation, maintenance and repair of water and sewer lines
    • Three (3) years of experience in the supervisory or lead capacity of a construction and maintenance crew
    • Must currently hold a Colorado Class 3 Water Distribution State certification with continued efforts to obtain a class 4 Distribution certification
    • Valid driver’s license and maintain safe driving record for continued employment
    • Must be able to obtain and maintain a Class A Commercial Driver License with tanker and air brake endorsement within 90 days of employment
    • Must be able to pass a DOT (Department of Transportation) physical upon hire and then every two (2) years after that
    • Must have three (3) years of working knowledge of testing and repairing water meters
    • Must have industry knowledge such as AWWA Standards and M6 Manual practices as it relates to meters and related infrastructure
    Preferred :
    • Associate degree or higher with course work in Construction Management, Business Administration, or related area of study
    • Class IV Water Distribution and/or Wastewater Collection State certification
    Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
    Physical Requirements
    This position is physical in nature and requires sufficient physical strength and stamina to:
    • Constantly sit while driving to and from work sites and operating heavy equipment on site, constantly walk on uneven terrain to assure crew safety and quality of work; Frequently stand on uneven terrain
    • Frequently squat and kneel in awkward confined spaces; occasionally crawl to inspect heavy equipment and work performed and balance to enter and exit vehicles and heavy equipment at elevated heights; constantly climb to enter equipment and vehicles at elevated heights; constantly bend to observe work from cab of equipment; constantly reach below and overhead to operate equipment and enter vehicles; constant twisting while operating heavy equipment
    • Constant light/firm grasp and fine manipulation to handle tools, equipment and material
    • Constant step up/down to use ladders to enter vehicles; constant actuate mechanism to operate heavy machinery and vehicles
    • Constant near/far acuity and hearing to safely perform duties and perform office tasks
    • Frequent lifting and carrying of up to 100 pounds from ground to waist to move manhole covers; constant lifting and carrying of up to 100 pounds to move cement bags and equipment; occasional pushing/pulling of up to 100 pounds 20 feet to lift and move manhole covers and other equipment

    WORKING CONDITIONS
    Work is occasionally performed indoors and constantly outdoors with frequent exposure to extreme temperatures. Maintenance and repair are performed year-round on busy City streets where loud noise and traffic may cause a distraction. Work is very physical in nature and requires a great amount of physical exertion in extreme conditions while working in confined spaces. On-call duty is also required for emergency maintenance and snow removal.
    Required Materials and Equipment
    Dump truck, backhoe, front end loader, trencher, high pressure flusher, air compressor and blower, gas detector, tripod, hand and power tools, two-way radios, pagers, and telephones, ACCELA and GIS programs, Microsoft Office, and other standard office equipment.

    Benefit Package

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
    • For employees age 55 and older, the employer contributions are 100% vested
