    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    Are you looking to complete a degree or certification in Water Quality from Red Rocks Community College while gaining on-the-job experience as an operator for a municipal utilities system?

    The Student Apprentice is an entry-level, part-time, and benefited position. The City of Westminster is recruiting for individuals to complete a comprehensive two (2)-year registered apprenticeship program in our Public Works and Utilities department. This two (2)-year program includes 2,000-hours on-the-job learning minimum (City of Westminster), 390 hours of related instruction (Red Rocks Community College) as well as 50 percent tuition assistance for qualified candidates.     The Utilities Division operates and maintains the city’s water and wastewater system assets which includes the following infrastructure:
    • Potable water piping to include related appurtenances such as valves, hydrants and meters
    • Pumping Stations
    • Water Treatment Facilities
    • Water Storage Tanks
    • Wastewater piping
    • Lift Stations
    • Wastewater Treatment Facilities
    • Reclaimed Treatment Facilities

    The Division is further divided into the following work groups:
    • Water Distribution Field Operations
    • Wastewater Collections Field Operations
    • Water Treatment Facilities
    • Wastewater Treatment Facilities

    This is a safety sensitive position with ideal operating hours of Monday - Thursday from 7:00 a.m. to 1:00 p.m. Schedule flexibility upon request.

    The full salary range for this position is stated above. The hiring range is $18.57 - $20.49 per hour. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    JOB SPECIFIC FUNCTIONS

    Essential Job Functions, Duties, Responsibilities, and Tasks
    1. Performs maintenance, repair and replacement on water distribution or wastewater collection system, five (5)-hour days Monday through Thursday
    • Installs new water and wastewater mains, repairs water or wastewater main breaks and remains on-call to provide emergency maintenance service
    • Inspect manholes for safety, quality and maintenance
    • Use tools and materials to stop infiltration and inflow (I&I) in manholes
    • Work as part of a team to repair defects in the systems and to meet key performance indicators (KPI’S)
    • Utilizes required personal protective equipment and safety apparatus
    • Operates light and heavy construction equipment including dump trucks, passenger trucks, high pressure sewer cleaning equipment, pot-holing equipment, backhoes, skid steers, air compressors, jackhammers, power or hand tools, confined space equipment, leak detection equipment, closed circuit televising equipment, and other equipment as required
    • Regularly use dump trucks, passenger trucks, high-pressure flushers, pothole machines, backhoes, skid steers, air compressors, jackhammers, power or hand tools, confined space equipment, and other equipment as required
    2. Assist in operating and maintaining two water treatment facilities, a conventional dual-media filtration facility and a micro-membrane filtration facility
    • Assist in determining appropriate facility treatment rates in relation to water consumption
    • Assist in monitoring and evaluating process water quality readings via SCADA interface programs and perform water quality analyses as needed using a variety of lab equipment for the assessment of process performance
    • Assist in making necessary process adjustments to control the finished water quality of both treatment facilities
    • Assist in interpreting data and make corrections or additions in plant operations to maintain standards set by the U.S. Environmental Protection Agency, the Colorado Department of Public Health and Environment (CDPHE) and the City of Westminster
    • Assist in the installation, calibration, on-going maintenance, record keeping and operation of up to 100 different benchtop and in-line water quality monitoring instruments including the attendant sampling systems which include:
      • sample pumps
      • pipelines
      • valving configurations and varying types of pH meters
      • turbidimeters
      • chlorine analyzers
      • ORP meters
      • spectrophotometers
    3. Will be required to keep up on the studies and classwork for the Water Quality Management program
    4. Maintains regular and punctual attendance
    Other Duties and Responsibilities
    1. Assist in preparation of staff reports, agenda memos, and special letters and reports
    2. Will be required to perform duties in all four of the primary work groups for the Utilities Operations Division
    Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City’s discretion.

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses, and Certifications
    Required :
    • Graduation from high school or completion of GED
    • Must possess a valid driver’s license, provide proof of a safe driving record, and maintain a safe driving record for continued employment
    • Safety sensitive positions are subject to random drug and alcohol testing
    • Must be enrolled in a Water Quality Management program at Red Rocks Community College
    • The apprentice must maintain a satisfactory academic record of 3.0 GPA or higher, with the participating school and remain in good standing with the City of Westminster for continuation of contracted dates
    Preferred :
    • Obtain the following four (4) State of Colorado certifications over the two (2)-year period: Class 1 Water Distribution, Class 1 Wastewater Collection, Class D Water Treatment, and Class D Wastewater Treatment
    • Knowledge of Microsoft Word, Excel, and Outlook
    • Previous experience and/or education in construction, equipment operation, manual labor, and/or skilled trades (plumbing, electric, mechanical, etc.)
    • Knowledge of CPR/first aid
    • Basic experience and/or education in water or wastewater field
    Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
    Physical Requirements
    This position is physical in nature and requires sufficient physical strength and stamina to:
    • Frequently sit while driving to and from work sites and frequently stand and walk on uneven terrain
    • Frequently crouch/squat, bend/twist and kneel in awkward confined spaces; frequently climb equipment, trenches, and 45-foot ladders through 24-inch-diameter manholes
    • Frequent light grasp and reaching; occasional firm grasp and fine motor functions to handle tools and material
    • Constant near/far acuity and hearing to safely perform duties and perform office tasks
    • Occasional lifting of up to 100 pounds from ground to waist to move manhole covers; occasional lifting of up to 80 pounds from ground to shoulder to move cement bags and equipment, and occasional lifting of 40 pounds overhead; occasional carrying and pushing/pulling of up to 100 pounds 20 feet to lift and move manhole covers

    WORKING CONDITIONS
    Work is occasionally performed indoors and constantly outdoors with frequent exposure to extreme temperatures. Maintenance and repair are performed year-round on busy city streets where loud noise and traffic may cause a distraction. Work is very physical in nature and requires a great amount of physical exertion in extreme conditions while working in confined spaces.

    PRE-EMPLOYMENT REQUIREMENTS
    • Background check including employment references, criminal history, and driving record review
    • If current CDL holder, DOT questionnaire (Form 49 CFR part 40 Drug and Alcohol Testing) and required background check will be submitted to previous employer for the past two (2) years

    Benefit Package

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
