    The Water and Land Resources Division is at the forefront of King County’s efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, environment, and infrastructure in the face climate change. We are a dedicated workforce of more than 400 supported by an annual budget of ~$250 million. WLRD has a strong track record of developing innovative strategies for protecting working farms and forests, restoring habitat, protecting water quality, and ensuring people have equitable access to green space. We reduce flood hazards, manage stormwater facilities, and reduce toxic threats.  Our Environmental Lab and Science section maintain high-quality data sets used in long term-water quality trend analysis and use Best Available Science to inform decision making.  We house three salmon recovery forums and support the Land Conservation Initiative, which will preserve our last, most important natural lands and urban green spaces over the next 30 years. Our forestry and agricultural programs help people protect their lands and support local food production.   

    Job Description

    Summary

    King County’s Department of Natural Resources and Parks (DNRP) Water and Land Resources Division (WLRD) is accepting applications for a Business Analyst role within the Data and Analytics Unit. This role is ideal for individuals who thrive at the intersection of people, process, and technology. The Business Analyst will train and support users in Cityworks, promote quality data practices, and analyze business workflows to improve functionality, efficiency, and integration. While primarily remote, the position offers meaningful opportunities to build strong connections with colleagues across programs and departments. It also offers the chance to develop a deep understanding of stormwater operations and data systems, while designing elegant, practical solutions to streamline workflows and solve real-world problems.     About the Role:

    The Business Analyst will play a key role in improving workflow centralization, enhancing system functionality, and providing user support for stormwater data and reporting processes. This position will support the implementation and optimization of the Stormwater Cityworks Asset Management System (AMS) while ensuring compliance with National Pollutant Discharge Elimination System (NPDES) permit requirements. Additionally, the Business Analyst will help maintain system integrations, improve coordination with other County data platforms, and expand user support capabilities to enhance efficiency and effectiveness across stormwater management operations.

    This position performs work remotely and onsite.
    Who is Eligible:
    This position is open to the public, but first consideration will be given to all current King County PROTEC Local 17A bargaining unit employees eligible for a lateral transfer (transferring within the Business Analyst classification and having passed probation).

    About the Team:

    The Data and Analytics Unit develops and maintains key information systems that support daily King County operations and environmental initiatives. Our team plays a central role in implementing the WLRD Strategic Data Plan to improve operational effectiveness, accountability, and cross-program integration through tools like GIS, Asset Management Systems (AMS), and Customer Relationship Management (CRM). We are the product managers for numerous essential datasets, such as King County’s fish passage, hydrography, noxious weed, and stormwater infrastructure inventories. While housed in the Water and Land Resources Division (WLRD) Director’s Office, our resources support many departments and partners, such as Department of Local Services, Permitting Division, and Washington State Department of Ecology. Our work builds robust, authoritative datasets that form the backbone of AMS implementations in other departments such as Stormwater Services Section (SWS), Roads Services Division, King County International Airport, and Parks Division. These datasets also facilitate complex spatial analyses and drive insights in reports and dashboards. Through these efforts, we support colleagues in delivering high-quality public service, advancing equity and social justice, and promoting environmental stewardship across the division and county.

    With the addition of this position, the unit will enhance its capacity to support National Pollutant Discharge Elimination System (NPDES) permit compliance, complete workflow centralization within the Stormwater Cityworks AMS, and improve system functionality and integrations with other platforms. This role will train and support users, provide quality data controls, streamline workflows, and optimize data sharing in Cityworks. This role joins fellow Cityworks development team members in continuously improving user experience, increasing program efficiency, and strengthening King County’s environmental and stormwater management efficacy.

    Job Duties

    What You Will Be Doing:
    Onboard and train employees to use Cityworks Asset Management System (AMS). Provide general customer support with software, hardware, and field setups. Encourage best practices for data efficacy and workflow efficiency. Coordinate and facilitate at least monthly, hybrid drop-in help sessions and demonstrations. Troubleshoot technical issues as needed. Analyze and document business workflows. Maintain an organized feature backlog and user communication/resource platforms. Create clear and visual documentation of business needs, process maps, test cases, user manuals, training content, and other standard operating procedures. Exemplify and promote best practices in Microsoft Azure DevOps. Support quality data-driven decisions for compliance, water quality, and equity goals. Ensure data reliability. Perform data quality control. Build relationships and trust with program managers and users to encourage questions and feedback. Collaborate with internal and external partners to improve user experience and business needs. Centralize workflows, make data meaningful and accessible, improve data accuracy, and optimize systems. Configure and customize Cityworks to implement both requested improvements and new workflows.Integrate workflows between the Stormwater Cityworks AMS and other systems. Improve data visibility and accountability with other County implementations of Cityworks, other County asset management systems (e.g., Lucity), the King County Stormwater GIS asset inventory, and WLRD Customer Relationship Management (CRM).

    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:
    • Bachelor’s degree in Computer Science, Geosciences, Data Science, or a related field, and at least two years of experience working with GIS-centric asset management technologies (such as Cityworks or Cartegraph AMS); OR an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
    • Demonstrated experience in business analysis, including eliciting and documenting requirements, translating needs into solution approaches, and facilitating meetings for analysis, user testing, and training.
    • Proficiency in asset management systems, including configuration, user support, and workflow optimization.
    • Basic understanding of GIS principles and spatial data concepts, as applied to GIS-integrated asset management systems.
    • Basic understanding of database and programming principles, including best practices.
    • Strong communication and collaboration skills, including the ability to work effectively with cross-functional teams, build relationships, bridge differences, and provide constructive feedback to support data quality.
    • Demonstrated ability to analyze, troubleshoot, and resolve system issues to maintain data integrity and system reliability.

    • Experience with data management principles, including integrating asset management systems (e.g., Cityworks or Cartegraph AMS) with other data sources or platforms to improve workflow efficiency and data accessibility.
    • Experience with business process improvement techniques, particularly in a government utility or asset management setting, with a focus on transitioning decentralized data (e.g., spreadsheets, personal databases) into enterprise-level systems.
    • Understanding of project management methodologies and continuous improvement practices, particularly in asset management or software development environments.
    • Experience with telemetry and/or automating data quality controls through scripting
    • Experience with data visualization and reporting tools (e.g., Power BI or similar platforms) to effectively communicate insights and support data-driven decision-making.
    • Familiarity with environmental regulations, such as the National Pollutant Discharge Elimination System (NPDES) permit, and their impact on data management and reporting.


    Supplemental Information

    Working Conditions:
    • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically one day per week. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work.
    • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
    • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
    • Union Representation: This position is represented by Professional and Technical Employees, Local 17 (PROTEC17).
