    Longboat Key is an offshore barrier island running roughly north to south and enclosing the western boundary of Sarasota Bay in Southwest Florida. The island’s eastern shoreline has dense mangroves except where canals have been dredged and marinas built. The western shoreline consists of a white sand beach on the Gulf of Mexico. On both the north and south ends, Longboat Key is separated from neighboring islands by deep water passes from the Gulf to Sarasota Bay. St. Armands Key and Lido Key lie just south of Longboat Key and West of Sarasota. Lido Key is bordered by Sarasota Bay on the East and by the Gulf of Mexico on the West. St. Armands Key is surrounded by Lido Key on the West and Sarasota Bay on the East. Longboat Key, Lido Key and St. Armands Key are directly connected to each other by bridges. ARMANDS KEY: Full-time Residents 743 GOVERNMENT Longboat Key lies in two counties- Manatee on the northern half and Sarasota on the southern half. The island was incorporated as a township in 1955 and is governed by a seven member Town Commission, each serving a two-year term. The Mayor is elected for a two-year term by the Town Commission. Administration is under Town Management with a full complement of departments; building, planning & zoning, finance, town clerk, police and fire/rescue. Additionally the Town maintains coorperative relationships with police and fire rescue in neighboring communities. Lido Key and St. Armands are both in Sarasota County and are governed by the City of Sarasota. The Sarasota City Commission consist of five elected commissioners. The Mayor and Vice-Mayor are chosen by the Commisson and serve one year terms. All elections are non-partisan and Sarasota has a Commission Manager form of governement. The Commission appoints a City Manager. City departments include police, public works, building, zoning and code compliance, finance, housing and Community Development, Van Wezel Performing Arts Hall, Planning and Engineering. Town of Longboat Key City of Sarasota Sarasota County Manatee County Government   TRANSPORTATION Longboat Key’s primary transportation element is Gulf of Mexico Drive (S.R. 789), a state highway classified as “urban minor arterial” running from the northern to southern ends of the key. All other roadways are Town-owned two lane streets connecting to Gulf of Mexico Drive. St. Armands Key’s primary transportation element is S.R. 789 which takes you around St. Armands Circle into Sarasota. Other roadways on St. Armands Circle are city owned. Lido Key’s primary road is Ben Franklin Drive which is just west of Blvd of the Presidents on St. Armands Circle. All other roadways on Lido Key are owned by the City of Sarasota. The Intracoastal waterway runs through Sarasota Bay and is accessible from Longboat from both the Gulf passes and numerous channels on the island’s bayside. There is public bus transportation serving the islands from Sarasota County. The Sarasota/Bradenton area has an international airport, extensive bus service, major state highways and the interstate highway system. Sarasota County Area Transit Manatee County Area Transit   PUBLIC SAFETY On Longboat Key there are 60 full-time employees in Police and Fire-Rescue Departments. All Fire-Rescue personnel are certified paramedics or EMT’s. Average response time of Fire-Rescue is only three minutes. Lido Key and St. Armands Key are under the jurisdiction of the City of Sarasota. Police Department and Fire-Rescue is through Sarasota County. Sarasota County has 127 Fire-Rescue personnel serving Lido Key and St. Armands Key and response time is just under three minutes. The City of Sarasota assigns four police to cover St. Armands Key and Lido Key, one of those four officers are present 24 hours a day 7 days a week. TAXES State sales tax is 7% in Sarasota County and 6.5% in Manatee County. However, medicines, medical services and most food items are exempt. Sales tax rates for transient rentals are 10.5% in Manatee County and 10% in Sarasota County. Area property taxes average 2% of assessed valuation, which is construed as market value. Taxes are assessed as of January 1 each year by the city, county and/or special taxing districts. All property taxes are conveniently combined in one bill due in November and delinquent if not paid by April 1 of the next year. Each person who owns and resides on real property in Florida on January 1 and makes the property his or her permanent residence is eligible to receive a homestead exemption up to $50,000. The first $25,000 applies to all property taxes, including school district taxes. The additional exemption up to $25,000, applies to the assessed value between $50,000 and $75,000 and only to non-school taxes. You must have a deed, Florida Drivers License, voter’s registration or Declaration of Domicile to apply. Renewals are made through the mail and are automatic unless your status changes. Tangible Tax – Business property is subject to Florida’s Tangible Tax, which includes everything used in performance of your business except real estate. All businesses whether individual, partnership or corporations, which control, manage, lease or own any tangible personal property such as furniture, equipment, computers, machines, etc. must file a tangible tax return prior to April 1 of each year. Failure to do so will result in a fine.     Sarasota County Tax Collector Manatee County Tax Collector Florida Department of Revenue     HOUSING The islands have a mix of residential condominiums, single-family homes, mobile homes and tourist units. This housing reflects the areas popularity as a haven for retired and working residents, winter residents and tourists.     The Town of Longboat Key Is accepting applications for a Full-Time Public Works Director in our Public Works Department. A pre-employment physical and drug screen will be required, except for current employees who have met the requirement.

    FUNCTION
    Under executive direction of the Town Manager, the purpose of the position is to direct responsible professional, technical, managerial, and administrative work over projects and operational activities of Public Works throughout the Town. Employees in this classification function in an executive capacity and are responsible for ensuring adherence to, and compliance with, all applicable Town, State and Federal code and regulatory requirements regarding the development, maintenance, and repair of streets, rights-of-way, parks, recreation, beaches, canals, water distribution, wastewater collection systems, storm water and Town public facilities. The Town is also enhancing a focus on resiliency programs and projects. Objective is to support the safety, health and general welfare of the community through sound infrastructure management and exceptional customer service. This position works with a high degree of independence and initiative, and may confer with the Town Manager on matters involving unique administrative or legal affairs.

    Performs professional and administrative work as head of the Town's Public Works Department. Plans, organizes, and directs the activities of technical, operational, and administrative personnel within the Department. Work performed is subject to the direction of the Town Manager.

    Essential Functions

    • Directs the Public Works capital, operations and maintenance of the utility water distribution and wastewater collection system, streets and rights-of-way, storm water, parks, recreation, beaches, canals, public facilities and overall resiliency activities throughout the Town. Includes planning, organizing, implementing, and managing budgets and operations with the Public Works senior management team.
    • Establishes and maintains necessary departmental practices, performance, rules and regulations in accordance with Town policies; investigates and addresses personnel problems that arise; attends Town and Community meetings, as required.
    • Directs the appropriate management, maintenance, and aesthetic appeal of parks and facilities, equipment functionality, including back-up power equipment, grounds, streets, beaches, and canals.
    • Administers consulting engineering, architectural, and related contracts from the selection phase through the acceptance of plans for implementation in compliance with applicable laws and codes. Administers construction contracts. Ensures the quality of contractor work complies with applicable regulations and standards.
    • Assists in the technical review of consultants' plans for conformance with the intent and policies of the Town and for adherence to sound engineering practice.
    • Prepares or directs the preparation of reports and correspondence; collects, tabulates, analyzes, and presents data in the form of written, graphic, or oral reports.
    • Responsible for department budgetary expenditures and procurement.
    • Manages the Town’s Solid Waste Franchise contract.
    • Prepares the department capital and operating budget(s); participates in and supports the Town Manager with strategic planning and recommends procedural and operational strategies to the Town Manager.
    • Works with and leads the Public Works management team and ensures completion of training programs for personnel.
    • Regular attendance during normal work schedule other than excused or job-related absences. Reports to work as required by Hurricane Plan.
    • Serves as a key leader within the Incident Command System (ICS) and National Incident Management System (NIMS), to coordinate public works operations during disasters.
    • Any other functions deemed essential by the Town Manager and communicated to the employee by the Town Manager.

    Knowledge, Abilities, & Qualifications

    Executive-level interpersonal leadership, planning, management and communications skills; ability to communicate professionally in writing, verbally, and in presentations. Ability to manage a staff comprised of engineering technical professionals, management professionals, field crews and administrative staff. Extensive knowledge of current codes and regulatory standards governing the Town’s public works operations in the respective trades/disciplines assigned to the position. Extensive knowledge of modern administrative principles, practices, and procedures of all phases of public works and their application to community needs. Skill in the review and interpretation of construction project plans, and the technical interpretation of applicable construction codes and regulatory standards. Ability to provide plans review oversight and recommend/develop modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards. Ability to establish and maintain effective professional relationships with Town employees, departmental staff and management, contractors, engineers, architects and property owners.

    Thorough knowledge of modern principles and practices in civil engineering and public works administration.

    Knowledge of the principles of management and their application to local government. Knowledge of the principles of public administration. Knowledge of budgetary principles and procedures.

    Thorough knowledge of and ability to interpret federal, state, and local laws and policies applicable to public works and coastal management.

    Knowledge of program planning, principles and procedures; ability to prepare, develop, and present long-range public works programs.

    Knowledge of the construction methods, materials, and equipment used in utility maintenance, beach maintenance and nourishment, and construction activities.

    Knowledge of the methods and practices involved in sidewalk and street construction, drainage, storm water systems, construction, building and equipment maintenance, grounds and beaches maintenance, and related activities.

    Ability to effectively plan, direct, and evaluate the work of subordinate technical and administrative staff.

    Ability to establish and maintain effective working relationships with civic leaders, public officials, contractors, developers, general public and other public agencies.

    Ability to make public presentations clearly and concisely and communicate effectively verbally and in writing.

    Ability to collect and prepare statistical reports.

    Ability to assess budgetary needs.

    Ability to make decisions in a timely manner.

    MINIMUM QUALIFICATIONS

    REQUIRED Bachelor’s Degree in Engineering or related field; supplemented by eight (8) or more years progressively responsible supervisory/management experience in public works operations and management, to include two (2) years’ experience within a similar government agency; or an equivalent combination of education.

    PREFERRED Registration as a professional engineer with experience in public works, utilities, and coastal management.

    A comparable amount of training and experience maybe substituted for the minimum qualifications. Progressively responsible and related professional experience can substitute on a year-for-year basis for the required college degree. A master’s degree in a closely related field may be substituted on a year-for-year basis for the required professional engineering experience.
