Summary
Under administrative direction from the City Manager, provides leadership in establishing policy for municipal planning, zoning, and development activities of the City. Position provides leadership and direction to the City Council and City commissions and boards, predominantly the Planning and Zoning Commission, Construction Standards Board, Zoning Board of Adjustment, and City Council. Incumbent supervises and coordinates the activities and work of the Development Services Department. Maintains and promotes contact with all City departments, community organizations and civic groups, business leaders, engineers, architects, City Council, commissions and boards, various regional, state and federal agencies, and the general public. Performs other work as requested.
Job Description
◦ Provides administrative direction to the Development Services Department including planning and zoning, building, subdivision development, land use planning, and code enforcement.
◦ Oversees and performs City planning and zoning functions, including responding to citizen inquiries and complaints, reviewing plans and plats submitted to the City for approval for conformity with Master Plan and zoning ordinances, and reviewing and developing long range planning reports.
◦ Assists with preparation of and administers budgets for the Department.
◦ Interviews, selects, trains, and evaluates subordinate department personnel.
◦ Confers with and advises architects, builders, attorneys, contractors, engineers, and the general public regarding City development policies and procedures.
◦ Consults with, conducts studies for, answers questions of, and makes presentations and recommendations to Planning and Zoning Commission, City Council, Zoning Board of Adjustments, Construction Standards Board of Adjustments, and other governmental and private sector organizations and groups.
◦ Assists in conducting surveys and making statistical analysis of data collected.
◦ Assists in the development of financial information as it is related to development projects seeking economic development assistance from the City.
◦ Coordinates the operational budget by developing budget materials; preparing estimates; reviewing revenues and expenditures; assisting departments in gathering materials; compiling information; and coordinating budget reviews and presentations to council.
◦ Oversees and monitors the city’s Public Improvement District (PID) and Tax Increment Reinvestment Zone (TIRZ) financing. Works directly with the outside consultant firm.
◦ Coordinate with the County Tax Assessor and County Chief Appraisal District Office to calculate property tax revenues, abatements and exemptions.
◦ Monitors the City’s financial condition and financial activities to ensure compliance with policies and procedures, state and federal statuses.
◦ Supports the relationship between City leadership and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and staff; maintains confidentiality of work-related issues and information.
Job Requirements
Bachelor’s degree in Public Administration, Urban Planning, Business Administration, plus at least ten (10) or more years of experience, preferably in an upper-level management position for a city, at least five (5) years of which involved supervision; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
