    OVERVIEW

    GROUNDBREAKING OPPORTUNITY: BE PART OF SOMETHING NEW FROM DAY ONE!

    We're building something —a brand new Capital Facilities Division within our Public Works Department! This is about creating something from the ground up that will shape our community's infrastructure for decades to come.

    As the Construction Manager for Capital Facilities Division, you will:
    • Lead high-impact infrastructure projects that directly improve your community's quality of life, overseeing $50-100 million in annual capital facilities and improvement programs across public buildings, parks, and utilities.
    • Shape the future of public infrastructure by managing complex, multi-stakeholder projects from conception to completion, working with engineers, contractors, utility companies, and government agencies to deliver critical community assets.
    • Exercise significant autonomy and leadership in a newly established Capital Development and Delivery section, where you'll have considerable latitude for independent judgment while building and leading both internal construction teams and external professional service partnerships.
    • Bridge the gap between technical expertise and public service, presenting to elected officials, community groups, and the Board of County Commissioners while ensuring every project meets the highest standards of quality, safety, and fiscal responsibility.
    • Develop the next generation of construction professionals through direct supervision and mentorship of construction personnel, while establishing new standards and procedures in this key leadership role.
    What you will bring:
    • Educational Foundation: Bachelor's degree in construction management, civil engineering, or related field, with preference for advanced degrees in engineering or construction management from accredited institutions.
    • Proven Leadership Experience: Minimum 5 years in construction management or project management, including 2+ years of supervisory experience overseeing construction teams, managing project development, and leading design reviews.
    • Contract and Administrative Expertise: At least 1 year of contract administration experience, with deep understanding of construction contracts, specifications, change order management, and risk assessment.
    • Technical Proficiency: Advanced knowledge of construction techniques, materials testing, project scheduling, and the ability to serve as a technical resource for design engineers on constructability and schedule development.
    • Professional Credentials: Valid driver's license required, with preference for Professional Engineer license in Washington State, Construction Management Association of America certification, or Project Management Professional (PMP) certification.
    • Communication and Public Engagement Skills: Demonstrated ability to present complex technical information to diverse audiences, from contractors and engineers to community groups and elected officials.
    • Problem-Solving Mindset: Proven track record of resolving complex, unique construction challenges with minimal supervision while maintaining compliance with codes, regulations, and contract requirements.

    JOB SUMMARY

    This position manages, supervises, and performs a variety of advanced construction management assignments in the delivery of Capital Facility/Improvement programs, requiring advanced expertise and experience in construction management related functions including; construction techniques, means, and methods; construction materials and materials testing; project scheduling; and contract language, responsible for performing highly skilled planning and project management tasks, including implementation and on-going management of contracts with contractors and consulting firms. Work assignments are received with little technical instruction and require timely selection of course of action and resolution to complex or unique problems with considerable latitude for independent judgment within the frameworks of construction contracts, codes, and regulations.

    Manages the construction of the Public Buildings, Parks, and Utilities capital facilities/improvement programs with a combined annual budget of approximately $50-100m, responsible for: compliance with contract plans and specifications; review and acceptance of contractor’s schedule, submittals, materials sources, subcontractors, and monthly progress payments; response to contractor's request for information and substitution; managing change orders and project scope; coordination with Engineer of Record; and assessing and managing County’s risk. Act as a resource for design engineers on constructability and construction schedule development.

    Manage, coordinate, and participate, in pre-bid, pre-construction, and technical review meetings, which involve meeting with utility companies, developers, contractors, engineers, and representatives from County departments and State agencies to review and analyze plans, specifications and related impact for County projects. Responsible for review, approval, and acceptance of work within the County right of way performed by private contractors and utility providers.

    Supervise assigned staff including setting work priorities, procedures, planning, organizing, assigning, advising, assisting, motivating and training as necessary. Evaluate the work of assigned staff, establish standards of performance, and participate in the selection of new employees, including making recommendations regarding hiring, discipline, transfer and termination.

    Attend public meetings on on-going construction projects; prepare and make public presentations of oral and visual reports to committees, community groups, special interest groups, elected officials, or the Board of County Commissioners to explain assigned projects and to present progress reports; and respond to inquiries, problems, complaints, or requests for information regarding assigned projects.

    • Driving Requirements
      • The successful incumbent must meet the driving requirements of this position and submit a copy of the current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
        • Category 1: operates County-owned vehicle, and
        • Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.
    • Prior to employment, the successful candidate must:
      • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.

    Employees are covered under the PERS retirement plan provided through the Washington State Department of Retirement Systems and Social Security.

    Deferred Compensation (IRS Plan 457b): tax-deferred savings program

    11 paid holidays and 2 additional floating holiday per year. One additional floating holiday after 10 years of service.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 2 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)

    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
