    About Los Angeles World Airports (LAWA) Los Angeles World Airports (LAWA) is the City of Los Angeles department that owns and operates Los Angeles International (LAX) and Van Nuys (VNY) general aviation airports, as well as aviation-related property in Palmdale. Both play an integral role in helping to meet the Southern California regional demand for passenger, cargo and general aviation service. Both airports make a distinct contribution to the strength of the system as it provides a high level of safety, security and service for its customers, communities and stakeholders. LAX is the fourth busiest airport in the world, second in the United States, and was named one of Skytrax’s 2017 Top 10 Most Improved Airports. LAX served more than 80.9 million passengers in 2016. LAX offers 737 daily nonstop flights to 100 cities in the U.S. and 1,386 weekly nonstop flights to 88 cities in 44 countries on 73 commercial air carriers. LAX ranks 14th in the world and fifth in the U.S. in air cargo tonnage processed, with more than 2.2 million tons of air cargo valued at over $101.4 billion. LAX handled 697,138 operations (landings and takeoffs) in 2016. An economic study based on 2014 operations reported LAX generated 620,600 jobs in Southern California with labor income of $37.3 billion and economic output (business revenues) of more than $126.6 billion. This activity added $6.2 billion to local and state revenues and $8.7 billion in federal tax revenues. The study also reported that LAX’s ongoing capital-improvement program creates an additional 121,640 annual jobs with labor income of $7.6 billion and economic output of $20.3 billion, $966 million in state and local taxes, and $1.6 billion in federal tax revenues. LAX is also the second most popular airport in the world to appear on Instagram according to wego.com.     Job Description

    Responsibilities

    • Achieve significant and positive economic outcomes from LAWA’s procurements that benefit diverse communities throughout the Los Angeles region.
    • Act as the primary representative to promote procurement and job opportunities within the community.
    • Enhance outreach to the business community, boost overall participation in procurements, encourage new participants, and improve supplier diversity.
    • Transform the LAWA procurement process to make it more accessible, efficient, and transparent for all suppliers.
    • Promote initiatives to build capacity among emerging business enterprises.
    • Improve the timeliness, quality, consistency, and efficiency of procurements.
    • Foster a cohesive approach for generating jobs, upskilling workers, and meeting the future workforce needs of the local aviation sector.
    • Utilize data-informed decision-making by assessing and addressing technology needs to support procurement processes.
    • Increase transparency, metrics, and reporting on LAWA’s performance in achieving business enterprise and inclusivity goals.
    • Enhance employee development within the divisions, ensuring that internal workforce needs for the future are met.
    • Facilitate the transformation of the Strategic Sourcing Division into a strategic business partner, making it more service-oriented and proactive in assisting internal stakeholders with current and future procurement needs.
    • Incorporate sustainability objectives into the procurement process.

    Job Requirements

    Qualifications

    Minimum of ten years in a procurement environment, with at least seven years in senior-level managerial roles focused on the development, implementation, and management of procurement policies and procedures, or an acceptable equivalent. Strong understanding of applicable procurement laws, rules, and regulations. Experience presenting to the public, government bodies, and other agencies. Desired experience in administering Requests for Proposals (RFPs) for construction and professional services, as well as Requests for Bids (RFBs) for goods and services. Familiarity with public sector purchasing rules, regulations, and requirements is preferred. Desired experience in workforce development programs. Experience managing stakeholder relationships and community engagement is preferred. U.S. citizenship is required, along with the ability to relocate to the Los Angeles, California area.
